LCO 3.0.8 Planned OUT-OF-TOLERANCES<br />

If the performance <strong>of</strong> a planned activity will result in noncompliance with the<br />

requirements <strong>of</strong> an LCO, then the applicable LCO REQUIRED ACTION(S) shall<br />

be implemented prior to performing the activity. Prior to entering this planned<br />

OUT-OF-TOLERANCE CONDITION, the DOE-RFFO shall be notified in<br />

accordance with approved procedures.<br />

Planned OUT-OF-TOLERANCES do not require post-activity reporting.<br />

LCO 3.0.9 Response To An EMERGENCY EVACUATION<br />

Failure to initiate or complete an SR or a REQUIRED ACTION resulting from<br />

an OUT-OF-TOLERANCE CONDITION due to an EMERGENCY<br />

EVACUATION within the BUILDING991 COMPLEX does not constitute a<br />

VIOLATION <strong>of</strong> the TSR. However, upon authorized resumption <strong>of</strong> normal<br />

operations, the SR or REQUIRED ACTION must be initiated and completed as<br />

soon as practicable.<br />

LCO 3.0.10 Initiation <strong>of</strong> REQUIRED ACTIONS<br />

REQUIRED ACTION(S) shall be initiated when a CONDITION is<br />

DISCOVERED and completed as soon as practicable within the allowed<br />

COMPLETION TIME. COMPLETION TIMES shall not be used for operational<br />

convenience.<br />

LCO 3.0.1 1 Suspending OPERATIONS<br />

Any activity that can be placed in a safe co&iguration within the REQUIRED<br />

ACTION COMPLETION TIME shall be terminated. Activities that require<br />

more time than specified for the REQUIRED ACTION to be placed in a safe<br />

configuration will have had a termination sequence formally initiated as soon as<br />

practicable. In any case, each activity underway at the time <strong>of</strong> suspension <strong>of</strong><br />

operations should be terminated as soon as a safe configuration has been reached,<br />

and no additional time should be used for operational convenience.<br />

Facility management shall determine activities to be continued for the purpose <strong>of</strong><br />

maintaining a safe facility configuration, weighing worker and public safety risk<br />

that may arise from the suspension or other OUT-OF-TOLERANCE.<br />

SR 4.0.1 SRs Shall Be Met<br />
