1. USE AND APPLICATION<br />

The TECHNICAL SAFETY REQUIREMENTS (TSRs) for the BUILDING991<br />

COMPLEX establish those requirements that define the conditions, safe boundaries, and<br />

ADMINISTRATIVE CONTROLS necessary to ensure safe operation <strong>of</strong> the facility and reduce<br />

the risk to immediate workers, collocated workers, the public, and the environment from<br />

uncontrolled releases <strong>of</strong> hazardous materials. There are four types <strong>of</strong> controls used to provide<br />

this assurance: LIMITING CONDITIONS FOR OPERATION (LCOs), SURVEILLANCE<br />

REQUIREMENTS (SRs), ADMINlSTRATIVE CONTROLS (ACs), and DESIGN<br />

FEATURES. A separate “Use and Application” section proceeds each <strong>of</strong> the LCO and AC<br />

sections providing information and instructions for using and applying each type <strong>of</strong> control.<br />

Compliance with all TSRs as written is mandatory.<br />

BASES for each <strong>of</strong> the TSR controls immediately follow the stated controls rather than<br />

being included as an annex to the TSRs. This facilitates a better understanding <strong>of</strong> the need for<br />

the control and avoids forcing the reader to search the document for such information.<br />

Provisions relating to organization and management, conduct <strong>of</strong><br />

operations, procedures, record-keeping, assessment, and reporting<br />

necessary to ensure the safe operation <strong>of</strong> a facility.<br />

Specific administrative controls/limits that have been credited in<br />

the Final Safety Analysis Report (FSAR) Safety Analysis. AOLs<br />

are credited as providing a reduction in postulated accident<br />

scenario initiation frequency and/or a reduction in postulated<br />

accident scenario consequences. Such controls are more precise<br />

and discrete than those defined by a safety management program<br />

(SMP) or the program elements <strong>of</strong> a SMP. The AOLs are an<br />

administrative equivalent to hardware requirements specified in<br />

LCOs and, as such, have requirements for verification <strong>of</strong> the AOL<br />

and requirements for actions following DISCOVERY <strong>of</strong> a<br />

noncompliance with the AOL.<br />
