TERM DEFINITION<br />

SUSPEND OPERATIONS A formal termination <strong>of</strong> all activities except for those directly<br />

involved in:<br />

TECHNICAL SAFETY<br />

REQUIREMENTS (TSRs)<br />

1. Placing and maintaining the BUILDING 991 COMPLEX<br />

in a safe configuration;<br />

2. Restoring the safety function associated with the<br />

suspension;<br />

3. Restoring the safety function associated with other LCO<br />

OUT-OF-TOLERANCES; or<br />

4. Remediating AC noncompliance CONDITIONS.<br />

LCO 3.0.1 1 addresses responses to a SUSPEND OPERATIONS<br />

REQulRED ACTION.<br />

TSRs defrne the LCOs, SRS, ACs, Design Features and BASES<br />

there<strong>of</strong> necessary to protect the health and safety <strong>of</strong> the public and<br />

to reduce the potential risk to workers from the uncontrolled<br />

release <strong>of</strong> radioactive or other hazardous materials and from<br />

radiation exposure due to inadvertent criticality.<br />

VIOLATION A VIOLATION <strong>of</strong> a TSR can occur as a result <strong>of</strong> any <strong>of</strong> the<br />

following circumstances:<br />

1. Failure to take REQUIRED ACTIONS within the specified<br />

COMPLETION TIME following:<br />

1) Failure to meet an LCO,<br />

2) Failure to successfully meet an LCO SR,<br />

2. Failure to perform an LCO SR within the specified<br />

frequency; or<br />

3. 3. Failure to perform the REQUIRED<br />

ACTIONS associated with an AC that is not being met<br />

within specified COMPLETION TIMES.<br />
