The terms “POC container” and “waste container” will be used in the following<br />

discussion to signify containers that meet on-site transportation specifications. The<br />

terms also signify POC and waste container integrity. That is, POC and waste<br />

containers that have lost integrity (e.g., punctured, rusted, or significantly damaged)<br />

do not meet the intent <strong>of</strong> the AOL. This AOL applies to POC and waste containers<br />

that are to be stored in the BUILDING 991 COMPLEX.<br />

POC containers are credited in the FSAR. Safety Analysis with the following<br />

attributes:<br />

Cannot be breached by falls from any heights expected during operation;<br />

Cannot be breached by material handling equipment impacts expected during<br />

operation;<br />

Are unlikely to be breached by structural member impacts;<br />

Cannot be breached by any external flammable gas explosions expected during<br />

operation;<br />

Are extremely unlikely to be breached by forklift tine impacts;<br />

Cannot be breached by any potential internal hydrogen explosions; and<br />

Cannot be breached by any external frres expected during operation other than<br />

direct torch flame impingement.<br />

Metal waste containers are credited in the FSAR Safety Analysis with the following<br />

attributes:<br />

Cannot be breached by falls <strong>of</strong> less than four feet;<br />

Are unlikely to be breached by material handling equipment impacts expected<br />

during operation;<br />

Are unlikely to be breached by forklift tine impacts;<br />

Cannot lose container lids due to internal overpressure from exposure to expected<br />

fires;<br />

Will not propagate fires from container to container when exposed to expected<br />

fues; and<br />

Cannot be breached by an external explosion peak overpressure <strong>of</strong> less than<br />

22 psig (%-gallon drums).<br />

Wooden waste crates are credited in the FSAR Safety Analysis with the following<br />

attributes:<br />

Have sufficient integrity to prevent direct exposure <strong>of</strong> fires to container contents<br />

for expected fires; and<br />

Contents are packaged using an internal, wooden waste crate liner.<br />
