consequences for each scenario without crediting high efficiency particulate air (HEPA) filters in<br />

case no actions are taken regarding the ventilation system. Concern 6 was determined to need<br />

more extensive technical evaluation. A conservative safety analysis was performed to provide<br />

an estimate regarding the risk <strong>of</strong> the waste storage assuming the concern was valid and no<br />

actions were taken. Since the release <strong>of</strong> this USQD, an evaluation <strong>of</strong> the risk posed by the<br />

propane tanks determined that an explosion hazard did not exist (Ref. 4). The mission for the<br />

Building 991 Complex changed to that <strong>of</strong> a TRU Waste Storage Facility in August <strong>of</strong> 1995 when<br />

TRU waste was accepted into the facilities.<br />

<strong>Document</strong>ed occurrences from 1991 to 1996 were reviewed for the Building 991<br />

Complex. There were no occurrences involving a chemical or radiological release <strong>of</strong> material<br />

during this time frame. Equipment failure or deficiencies caused over 75% <strong>of</strong> the documented<br />

occurrences. The aging <strong>of</strong> the equipment in the Building 991 Complex was the predominant<br />

reason for the equipment failure. Aging <strong>of</strong> equipment will probably continue to be the dominant<br />

reason for equipment failure in the future. The equipment considered important to safety will be<br />

less susceptible to equipment failure due to aging due to the rigor that is applied to maintain the<br />

equipment (Le., System Category (SC)-1/2 and SC-3 SSCs). That equipment not considered<br />

important to safety will normally receive less attention (i.e., equipment not considered SC-1/2 or<br />

sc-3 SSCS).<br />

2.2.2 Complex Description<br />

-The Building 99 1 Complex is located on the east side <strong>of</strong> the developed portion <strong>of</strong> the Site<br />

within the protected area (PA) as shown in Figure 2-1 and Figure 2-2. Building 991 is the main<br />

building <strong>of</strong> the Building 99 1 Complex. Facilities included in the Building 99 1 Complex are:<br />

Building 991 - Waste Operations Facility.<br />

Corridor C - Tunnel connecting Buildings 996,997 and 999 (storage in Corridor C is<br />

currently prohibited by Operations).<br />

Buildings 997 and 999 - These buildings are vaults. Previous waste storage areas<br />

(storage in Buildings 997 and 999 is currently prohibited by Operations).<br />

Building 996 - This building is a vault. Low-level and TRU (including residues<br />

identified as waste) waste storage area.<br />

Corridor B (also known as Tunnel 996) - Provides access to Building 996 and<br />

Corridor C from Building 99 1.<br />

Building998 - Consists <strong>of</strong> Room300 and CorridorA - Low-level and TRU<br />

(including residues identified as waste) waste storage area. Corridor A (also known<br />

as Tunnel 998) provides access to Room 300 from Building 991.<br />

Building 985 - Filter Plenum Building for Vaults 996, 997 and 999, Corridor C and<br />

Corridor B.<br />
