The establishing <strong>of</strong> a fire watch in the AFFECTED AREAS does not provide<br />

lll-time fire detection and alarm capability. A fire could initiate and propagate<br />

between tours <strong>of</strong> the fire watch. Because the fire watch does not monitor all areas<br />

continuously and, therefore, does not completely replace the lire detection and<br />

alarm capability <strong>of</strong> the Flow Alarm Transmittal Systems, a reduction in he<br />

initiating event or propagation frequency is warranted. REQUIRED ACTION C.2<br />

is identified to reduce the likelihood <strong>of</strong> fire initiation in the Office Area.<br />

REQUIRED ACTION C.3 is identified to reduce the likelihood <strong>of</strong> fire initiation in<br />

the other AFFECTED AREAS.<br />

While the fire watch does not provide the full-time fire detection and alarm<br />

capability afforded by an OPERABLE Flow Alarm Transmittal System, the fire<br />

watch individual has the capability to detect fires well in advance <strong>of</strong> the actuation<br />

<strong>of</strong> the Automatic Sprinkler System. This earlier fire detection capability partially<br />

<strong>of</strong>fsets the noncontinuous coverage <strong>of</strong> the fire watch.<br />

The four-hour COMPLETION TIME for determining and establishing a fire watch<br />

in accordance with Site requirements provides adequate time for facility<br />

management to assign the appropriate personnel, particularly on back shifts and<br />

weekends. Occupants <strong>of</strong> the facility can perform the fire watch function. The<br />

four-hour COMPLETION TIME does not result in undue risk due to the low<br />

initiation fi-equency <strong>of</strong> a fire. However, the REQUIRED ACTION to establish a<br />

fire watch in accordance with Site requirements is expected to be implemented as<br />

soon as reasonably achievable, even if this is significantly less than the assigned<br />

COMPLETION TIME. The four-hour COMPLETION TIME should not be used<br />

for opemtional convenience.<br />

REQulRED LCO 3.1 will not be met if the FIow Alaxm Transmittal System is not<br />

ACTION C.2 OPERABLE for Riser System A which covers the Office Area. The absence <strong>of</strong><br />

the fire detection and alarm function in the BUILDING 991 COMPLEX Office<br />

Area reduces the likelihood that the Fire <strong>Department</strong> will be notified that a fire<br />

and/or actuation <strong>of</strong> the Automatic Sprinkler System has occurred. The Fire<br />

<strong>Department</strong> serves a DEFENSE-IN-DEPTH protection findon in mitigating fires<br />

in the hilily. The Fire <strong>Department</strong> also serves to mitigate hility flooding and<br />

water damage due to actuation <strong>of</strong> the Automatic Sprinkler System. Without the<br />

fire detection and alarm function, the likelihood <strong>of</strong> Fire <strong>Department</strong> response is<br />

decreased. The loss <strong>of</strong> this DEFENSE-IN-DEPTH mitigation function tends to<br />

slightly increase the likelihood <strong>of</strong> large fires. The facity is still protected if the<br />

likelihood <strong>of</strong> fire initiation is decreased to <strong>of</strong>fset the slightly increased likelihood<br />

<strong>of</strong> large fires.<br />
