3.14 RADIATION PROTECTION<br />

The Radiation Protection program implements standards, limits, and program<br />

requirements for protecting individuals from exposure to radioactive materials during the<br />

conduct <strong>of</strong> work activities. The program adheres to the fundamental principles <strong>of</strong> As Low As<br />

Reasonably Achievable (ALARA). The protection <strong>of</strong> personnel from radioactive materials is<br />

accomplished through radiological surveillance, contamination control, and minimization <strong>of</strong><br />

personnel exposure to penetrating radiation. The program provides for personnel dosimetry, the<br />

surveillance and maintenance <strong>of</strong> engineered radiation protection systems, a radiation work<br />

permit process, and area surveillance and posting. Radiological protection for planned activities<br />

are ensured through reviews <strong>of</strong> work control documents, pre-job surveys, and the specification<br />

<strong>of</strong> personal protective equipment. Personnel exposures are formally tracked, recorded, and<br />

reported back to individuals. Exposure histories undergo periodic review.<br />

Site standards for Radiation Protection are defmed in 10 CFRPart 835 (Ref. 32) and are<br />

implemented by the Mation Protection Program (Ref. 33) manual.<br />

3.15 RECORDS MANAGEMENT AND DOCUMENT CONTROL<br />

The Records Management and <strong>Document</strong> Control program addresses the criteria and<br />

processes necessary to control documents and retain records <strong>of</strong> activities affecting safety at the<br />

Site. The systematic approach to records management at the Site includes control, storage,<br />

retention, and disposal <strong>of</strong> records and documents. This program provides the processes for<br />

ensuring the use <strong>of</strong> appropriate and current documents for operations and maintenance. This<br />

program also ensures that the records <strong>of</strong> compliance are available to demonstrate the ongoing<br />

protection <strong>of</strong> the worker, the public, and the environment.<br />

Records generated at the Site are controlled in accordance with the Recorh Mmagemenf<br />

Guidbnce fur ReCora3 Sources (Ref. 34). <strong>Document</strong>s are distributed and controlled in<br />

accordance with the <strong>Document</strong> Control Program (Ref. 35).<br />

3.16 TRAINING<br />

The Training program provides for the generation <strong>of</strong> accurate and consistent training <strong>of</strong><br />

personnel to ensure the proper conduct <strong>of</strong> activities in the Building 991 Complex. This program<br />

provides the framework to ensure that personnel are knowledgeable <strong>of</strong> the hazards and capable<br />

<strong>of</strong> appropriate responses to upset conditions. A result <strong>of</strong> this program is that the appropnate<br />

collective knowledge <strong>of</strong> technical, safety, and operations pr<strong>of</strong>essionals is transferred to the<br />

worker for the performance <strong>of</strong> activities.<br />

Provisions <strong>of</strong> the Training program establish applicable training needs based on activities<br />

and associated hazards, operational experiences, and lessons learned. The Training program also<br />

establishes qualification standards graded to the safety significance <strong>of</strong> the job function, and<br />

establishes the documentation needed to assist complex operations in assigning adequately<br />

trained personnel to activities.<br />
