5B.7.1 Requirement for Fire Protection BASES<br />

The safetv analvsis places aeat importance on a combustible material control program to<br />

ensure that large fires do not occur in waste container storaee areas. Postulated accident<br />

scenarios that specifv the Fire Protection promam include facilitv fire, facility<br />

explosions. and criticalities.<br />

Determination <strong>of</strong> acceptable combustible material * loading in various areas and<br />

maintaining - the facility in corneliance with the determination are kev elements <strong>of</strong><br />

the control <strong>of</strong> combustibles in the facilitv. Specific controls in the combustible<br />

control DroEtram are identified in AC 5 3<br />

An ignition source control program accommodates changes occurring in the facilitv<br />

(maintenance. decommissioning. equiDment removal. etc.) These changes may<br />

reauire ignition sources (spark:heat/flame producing work) as art <strong>of</strong> the work<br />

package. In order to ensure that imition sources are controlled in the facilitv. given<br />

the transient nature <strong>of</strong> many ignition sources. work involving spark/heat&.m e<br />

producing work will be controlled. This control can take the form <strong>of</strong> a hot work<br />

permit Drocess.<br />

LCO 3.1 rsauires implementation <strong>of</strong> fire watches during conditions when the<br />

Automatic Surinkler Svstem and Flowkhioke Detection Alarm Transmittal System<br />

is not operable. In order to ensure that fire watches are controlled in the facilitv, the<br />

fire watch will be established in accordance with Site requirements.<br />

The Fire <strong>Department</strong> serves a credited protection function in mitigating fires in the<br />

facilitv. The Fire Deoartment also serves to mitigate facility flooding and water<br />

damaqe due to actuation <strong>of</strong> the Automatic Sprinkler Svstem. The loss <strong>of</strong> this<br />

knction tends to increase the likelihood <strong>of</strong> large fires in the fire analysis.<br />

33.7.3 Snecific Controls or Restrictions<br />

The fire ex3inmishers mevent a small fire from pr-oDagating. into a large fire in the<br />

waste container storage areas. The fire extinguishers are credited in Facility Fire<br />

Scenarios 1 through 4. The temporaw loss <strong>of</strong> a fire extinguisher (i.e.. from the time<br />

the Fire DeDartment is notified until the fire extinguisher is redaced) within the<br />

waste storage areas is not expected to siniijcantlv increase the likelihood <strong>of</strong> a sniall<br />

fire prooagating into a large fire Therefore. no other rewired actions are specified<br />

when a fire extinwisher is found to be out <strong>of</strong> compliance with reauireinents<br />
