3.U4.1 BUILDING 991 COMPLEX AUTOMATIC SPFUNKLER SYSTEMS AND<br />

FLOW/SMOKE DETECTfOY ALARMS<br />

BASES<br />

BACKGROUND The BUILDING 991 COMPLEX handles and stores low-level waste (LLW) and<br />

TRU waste containers (including pipe overpack containers (POCs)) <strong>of</strong> various<br />

types. All POC containers are packaged in robust metal containers that are not<br />

susceptible to fire damage. All <strong>of</strong> the other waste containers inside the buildings<br />

are metal dnuns or metal crates. Wooden LLW. crates are permitted to be stored<br />

outside <strong>of</strong> the buildings in areas covered by the Automatic Sprinkler System. The<br />

BUILDING 991 COMPLEX also handles and stages Type B shipping containers<br />

holding SNM for <strong>of</strong>f-site shipment. All SNM containers are packaged in robust<br />

metal containers that are not susceptible to fire damage.<br />

The combustible 10- in the interior waste container storage areas <strong>of</strong> the<br />

BUILDING 991 COMPLEX is minimal, consisting <strong>of</strong> drum-protecting plywood<br />

sheets between drum tops and metal pallets in stacked drum configurations,<br />

crate-protecting plastic covers between stacked metal crates, and limited transient<br />

combustible materials. Wooden pallets are not permitted to be used for waste<br />

container storage in the BUILDING 991 COMPLEX. Exterior waste container<br />

storage areas <strong>of</strong> the BUILDING 991 COMPLEX potentially have a higher<br />

combustible loading (e.g., empty wooden crates, wooden LLW crates).<br />

Fires impacting waste containers were evaluated in the FSAR Safety Analysis.<br />

The analysis evaluated fires initiating in the interior waste container storage areas,<br />

the exterior wooden LLW crate storage areas, and the <strong>of</strong>fice areas which are<br />

contiguous to waste container storage areas. The Automatic Sprinkler System<br />

suppressed the growth <strong>of</strong> fires in each <strong>of</strong> the areas, excepting the Building 996<br />

waste container storage area which is not covered by the Automatic Sprinkler<br />

System..<br />
