3.17 TRANSPORTATION<br />

The Transportation program specifies safe packaging for on-site and <strong>of</strong>f-site<br />

transportation <strong>of</strong> radioactive and hazardous materials to reduce the likelihood <strong>of</strong> a radioactive<br />

and hazardous material release and to reduce accident consequences. Facility management is<br />

ultimately responsible for the safe and compliant packaging <strong>of</strong> material that it releases for<br />

transport. The Transportation program describes a process for the incorporation <strong>of</strong> packaging<br />

requirements into work control documents, and defines training requirements for personnel<br />

involved in packaging and shipment <strong>of</strong> hazardous materials. Specific to the safe packaging <strong>of</strong><br />

hazardous materials for <strong>of</strong>f-site shipment, <strong>Department</strong> <strong>of</strong> Transportation (DOT) regulations<br />

contain the minimum standards for protecting workers, the public, and the environment from the<br />

inadvertent handling or impact-related release <strong>of</strong> containerized hazardous materials.<br />

The Transpoitation program is implemented by the Rocky Flats Transportation Safer>,<br />

MmaI (Ref. 38).<br />

3.18 WORK CONTROL<br />

The Work Control program encompasses the processes for conducting operations and the<br />

control .<strong>of</strong> activities in the complex. The program provides an accurate, disciplined, and formal<br />

methodology for performing work and operating the facility. It promotes implementation <strong>of</strong> a<br />

set <strong>of</strong> standards that establish safe Operations. Provisions <strong>of</strong> the progrm specify that all work IS<br />

performed by appropriately trained personnel using adequate and controlled procedures; that<br />

work is properly supervised; that prior approval <strong>of</strong> all work is obtained; and that accountability<br />

exists for work performance. The program also provides processes for monitoring facility<br />

operations through functions such as log keeping, conduct <strong>of</strong> rounds, and internal surveillances<br />

Elements comprising this program, which are implemented -through program procedures,<br />

include: conduct <strong>of</strong> operations, pre-evolution briefings, internal surveillance program, sh fi<br />

operating rounds, control <strong>of</strong> on-shift training, operations orders, safety SSCs operational status.<br />

Facility and Building Managers also use Work Control to plan and authorize existing and<br />

emergent activities for placement on the POD. Thus, Work Control is an integral part <strong>of</strong> daily<br />

operations and maintenance within the complex, and an effective tool for reducing the<br />

occurrence <strong>of</strong> accidents by ensuring that no unanalyzed or unauthorized work is performed<br />

Work Control provides a disciplined approach to defining and evaluating the hazards prior to the<br />

performance <strong>of</strong> new activities. To ensure safe performance, each emergent activity is defined<br />

and a graded hazard assessment is performed, as necessary, to establish appropnate<br />

procedure-level controls and to verify the adequacy <strong>of</strong> the complex-level control set established<br />

by this FSAR To complete this verification, the results <strong>of</strong> the assessment are compared with the<br />
