As stated in the BASES <strong>of</strong> LCU 3.3. the Automatic Plenum Deiuae Svstenis are<br />

DEFEKSE-IX-DEPTH svstems and are not credited controls in the safets<br />

aridvsis. Arnuments have been made that the size fire needed to yield exhaust<br />

ventilation svstem air temwratures in excess <strong>of</strong> 1YPF (the heat detector setpoint<br />

for the actuation <strong>of</strong> the automatic Dortion <strong>of</strong> the deluge systems) is not considered<br />

to be credible. Howevcr. the system is to be maintained in its current<br />

configuration (i.e.. not &owed to dc&e any M e r than its cumnth realized)<br />

as added assurance for protection <strong>of</strong> the HEPA filters against die imDacts <strong>of</strong> laroer<br />

fires than those maivzed in the safetc. mdvsis. Full comuliance with NFPA<br />

requiremena is not emected or necessm because <strong>of</strong> the low likelihood <strong>of</strong> svstem<br />

actuation and need.<br />

The testabilitv <strong>of</strong> the hat detectors <strong>of</strong> the Buildino 991 Automatic Plenum Deluge<br />

Svstem has demded since initial installation. The three denurn intrike dum each<br />

have three heat detectors equally swzced around the dud. The testing ‘wpmtus<br />

for some <strong>of</strong> the nineheat detectors (at writinp. five <strong>of</strong> the nine) is no longer<br />

available due to cable exposures to the elements over the years. At least one heat<br />

detector in each intake duct is testable. The adeauacv <strong>of</strong> this confimTion for a<br />

credited s d d ~<br />

svstem would be questionable since a single heat detector in thc<br />

intake duct niav not be able to detect dil situations <strong>of</strong> hiah intake duct air<br />

remmmtures (i.e.. the heated air mal‘ ‘%ue” a wail <strong>of</strong> the duct rather than mix<br />

\iddine: lower air temperature nadinrrs bv a heat detector outside <strong>of</strong>the heated ax<br />

stream). A credited safe& svstem would =quire full testing <strong>of</strong> the svstern.<br />
