DEFINITION<br />

That portion <strong>of</strong> the BUILDING991 COMPLEX in which the<br />

credited safety hction provided by a single system, subsystem,<br />

train, component or device is compromised by an<br />

OUT-OF-TOLERANCE or other CONDITION for which<br />

REQulRED ACTIONS are specified.<br />

Summary statement(s) <strong>of</strong> the rationale for the LCOs and<br />

associated SRs and ACs. The BASES explain how the numeric<br />

value, the specified function, or the surveillance fulfills the<br />

credited safety function assumed in the FSAR Safety Analysis.<br />

The set <strong>of</strong> facilities supporting the mission <strong>of</strong> Building 991 to<br />

store transuranic (TRU) waste containers and to stage Special<br />

Nuclear Material (SNM) in preparation for <strong>of</strong>f-site shipment. Ths<br />

includes Building 991, Building 996, Building 997, Building 998,<br />

Building 999, Building 984, Building 985, Building 989, and<br />

Building 992.<br />

The amount <strong>of</strong> time allowed to complete a REQUIRED ACTION.<br />

The COMPLETION TIME starts whenever a situation (e.g., not<br />

OPERABLE equipment or variable not within limits) is<br />

DISCOVERED that requires entering the REQUIRED ACTION<br />

for a given CONDITION. REQUIRED ACTIONS shall be<br />

performed before the specified COMPLETION TIME expires,<br />

except as specified under SU*END OPERATIONS.<br />

Configuration and status <strong>of</strong> the facility related to compliance with<br />

the TSRs for which REQUIRED ACTIONS are performed withm<br />

specified COMPLETION TIMES, including;<br />

1. Discrete degradations <strong>of</strong> LCO-related SAFETY SSCs; and<br />

2. Noncompliance with ACs.<br />

A functional (performance language) statement depicting<br />

analytical assumptions embodied in safety analysis specific to a<br />

given program. These functional statements relate to assumptions<br />

that determine the progression <strong>of</strong> accident scenarios.<br />

Engineered features and/or administrative programs or program<br />

elements which are not used in analysis to reduce frequency or<br />

consequences but add additional levels <strong>of</strong> safe operations. Margin<br />

<strong>of</strong> safety is established by the bounds <strong>of</strong> the analysis and is not<br />

impacted by the loss <strong>of</strong>, or deficiencies in, DEFEYSE-IN-DEPTI-I<br />

items.<br />
