If the Flow Alarm Transmittal System is not OPERABLE for Riser System B, the<br />

facility shall comply with Site requirements for establishing a fire watch in the<br />

AFFECTED AREAS within four-hours. If a fire watch is established, the fire<br />

watch partly replaces the fire detection and alarm functions <strong>of</strong> the Flow Alarm<br />

Transmittal Systems with a fire watch individual capable <strong>of</strong> providing the<br />

functions during watch tours. The fire watch individual is expected to notify the<br />

Fire <strong>Department</strong> in the event <strong>of</strong> a fire, either via fire phones or an alternative<br />

method if the fie phones are unavailable. The Fire <strong>Department</strong> then provides a<br />

DEFENSE-IN-DEPTH fire suppression function in addition to the Automatic<br />

Sprinkler System.<br />

The'establishing <strong>of</strong> a fire watch in the AFFECTED AREAS does not provide<br />

ill-time fire detection and alarm capability. A fire could initiate and propagate<br />

between tours <strong>of</strong> the fire watch. Because the fire watch does not monitor all areas<br />

continuously and, therefore, does not completely replace the fire detection and<br />

alarm capability <strong>of</strong> the Flow Alarm Transmiteal Systems, a reduction in fire<br />

initiating event or propagation frequency is warranted. REQUIRED ACTION D.2<br />

is identified to reduce the likelihood <strong>of</strong> fire initiation in the AFFECTED AREAS.<br />

While the fire wz.1 does not provide the full-time fire detection and alarm<br />

capability afforded by an OPERABLE Flow Alarm Transmittal System, the fire<br />

watch individual has the capability to detect fires well in advance <strong>of</strong> the actuation<br />

<strong>of</strong> the Automatic Sprinkler System. This earlier fire detection capability partially<br />

<strong>of</strong>fsets the non-continuous coverage <strong>of</strong> the fire watch.<br />

The four-hour COMPLETION TIME for determining and establishing a fire watch<br />

in accordance with Site requirements provides adequate time for facility<br />

management to assign the appropriate personnel, particularly on back shifts and<br />

weekends. Occupants <strong>of</strong> the facility can perform the fire watch function. The<br />

four-hour COMPLETION TIME does not result in undue risk due to the low<br />

initiation frequency <strong>of</strong> a fire, particularly in waste container storage areas<br />

However, the REQUIRED ACTION to establish a fire watch in accordance with<br />

Site requirements is expected to be implemented as soon as reasonably achievable.<br />

even if this is significantly less than the assigned COMPLETION TIME. The<br />
