or there must be other means <strong>to</strong> protect pedestrians<br />

and effective warning arrangements<br />

5. Loading bays must have at least one exit for the<br />

exclusive use of pedestrians<br />

6. Where it is unsafe for pedestrians <strong>to</strong> use a gate<br />

intended for vehicles, a clearly marked pedestrian<br />

gate must be provided in the immediate vicinity and<br />

it must be kept clear of obstructions<br />

7. Vehicles must not use a traffi c route unless it is, so<br />

far as is reasonably practicable, free from obstruction<br />

and permits suffi cient clearance<br />

8. Traffi c routes are indicated with suitable signage.<br />

15.14.15 Vehicles<br />

Suitable and suffi cient steps must be taken <strong>to</strong>:<br />

1. Prevent or control the unintended movement of any<br />

vehicle<br />

2. Ensure that the person in control of the vehicle gives<br />

a warning <strong>to</strong> any person who may be endangered<br />

by the vehicle movement, e.g. while reversing.<br />

In addition, this regulation requires that:<br />

1. Vehicles must be operated or <strong>to</strong>wed in a safe manner<br />

and be loaded <strong>to</strong> enable this<br />

2. No person rides in an unsafe place on any vehicle<br />

3. No person remains on a vehicle during loading or<br />

unloading of loose materials (other than in a safe<br />

place)<br />

4. Where vehicles are used for excavating or handling<br />

materials, suitable and suffi cient precautions must<br />

be taken <strong>to</strong> prevent the vehicle from falling in<strong>to</strong> any<br />

excavations or pits or water or from overrunning<br />

embankments.<br />

15.14.16 Prevention of risks from fi re, etc.<br />

Suitable and suffi cient precautions shall be taken <strong>to</strong> prevent,<br />

so far as is reasonably practicable, the risk of injury<br />

<strong>to</strong> any persons from:<br />

1. <strong>Fire</strong> or explosion<br />

2. Flooding<br />

3. Any substance liable <strong>to</strong> cause asphyxiation.<br />

15.14.17 Emergency procedures<br />

Where necessary in the interests of the health and safety<br />

of any person on site, suitable arrangements must be<br />

prepared and implemented <strong>to</strong> deal with any foreseeable<br />

emergency. These arrangements should include<br />

procedures for any necessary evacuation of the site and<br />

should take account of the fac<strong>to</strong>rs listed under regulation<br />

19 above.<br />

Suitable and suffi cient steps should be taken <strong>to</strong><br />

ensure that every person covered by these arrangements<br />

is familiar with them and the arrangements must be<br />

tested by putting them in<strong>to</strong> practice at suitable intervals.<br />

15.14.18 Emergency routes and exits<br />

A suffi cient number of suitable emergency routes and<br />

exits must be provided <strong>to</strong> enable any person <strong>to</strong> reach a<br />

place of safety quickly in the event of danger.<br />

The emergency route or exit should:<br />

1. Lead as directly as possible <strong>to</strong> an identifi ed safe area<br />

2. Be kept clear and free from obstruction<br />

3. Be provided with emergency lighting where necessary<br />

so that it may be used at any time<br />

4. Be indicated by suitable signs.<br />

In determining the number of emergency routes and<br />

exits, the following fac<strong>to</strong>rs should be considered:<br />

1. The type of work being carried out on site<br />

2. The characteristics and size of the site<br />

3. The number and locations of places of work on the<br />

site<br />

4. The plant and equipment being used<br />

5. The number of persons likely <strong>to</strong> be present on the<br />

site at any one time<br />

6. The physical and chemical properties of any substances<br />

or materials likely <strong>to</strong> be on site.<br />

15.14.19 <strong>Fire</strong> detection and fi re fi ghting<br />

Suitable and suffi cient fi re fi ghting equipment, fi re detec<strong>to</strong>rs<br />

and alarm systems must be provided on site and in<br />

suitable locations. In determining this, the duty holder<br />

must take account of the fac<strong>to</strong>rs listed in emergency<br />

routes and exits above.<br />

Any fi re fi ghting equipment, fi re detec<strong>to</strong>r or alarm<br />

system must be properly maintained and subject <strong>to</strong><br />

examination and testing <strong>to</strong> ensure that it remains effective.<br />

Where fi re fi ghting equipment is not designed <strong>to</strong> come<br />

in<strong>to</strong> use au<strong>to</strong>matically, it must also be readily accessible.<br />

Every person at work on site must, so far as is<br />

reasonably practicable, be instructed in the correct<br />

use of any fi re fi ghting equipment which they may be<br />

required <strong>to</strong> use.<br />

Where a work activity on site may give rise <strong>to</strong> a<br />

particular risk of fi re, the work must only be carried out<br />

if the person is suitably trained <strong>to</strong> prevent that risk, so<br />

far as is reasonably practicable. <strong>Fire</strong> fi ghting equipment<br />

must also be indicated by suitable signs.
