Gambl<strong>in</strong>g <strong>in</strong> Alberta. This history <strong>in</strong>directly speaks to the historical impacts <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> and<br />

also provides the necessary context to understand the complex way <strong>in</strong> which <strong>gambl<strong>in</strong>g</strong> is<br />

provided <strong>in</strong> Alberta today. Further to this end, the second half <strong>of</strong> this section provides a<br />

comprehensive description <strong>of</strong> the Current Regulation, Availability and Provision <strong>of</strong> Legal<br />

Gambl<strong>in</strong>g <strong>in</strong> Alberta.<br />

The Third Section, and the ma<strong>in</strong> body <strong>of</strong> this report, conta<strong>in</strong>s the results from a more empirical<br />

analysis <strong>of</strong> the social and economic impacts <strong>of</strong> <strong>gambl<strong>in</strong>g</strong>. The focus <strong>of</strong> this empirical analysis is<br />

from 1970 to the present time. This is partly because <strong>of</strong> data unavailability prior to 1970; partly<br />

because 1969 was co<strong>in</strong>cident with the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> Alberta’s ability to <strong>in</strong>dependently provide,<br />

regulate, and license most forms <strong>of</strong> <strong>gambl<strong>in</strong>g</strong>; and partly because the most rapid <strong>in</strong>troduction<br />

and expansion <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> <strong>in</strong> Alberta has occurred between the mid 1980s to the present time.<br />

Thus, this is also the period where impacts are most likely to be observed. The first part <strong>of</strong> this<br />

section is an <strong>in</strong>vestigation <strong>of</strong> the Amounts, Orig<strong>in</strong>s, and Recipients <strong>of</strong> Gambl<strong>in</strong>g Revenue. The<br />

second part <strong>of</strong> this section is an <strong>in</strong>vestigation <strong>of</strong> the Impacts <strong>of</strong> Gambl<strong>in</strong>g on the sectors<br />

primarily <strong>in</strong>volved <strong>in</strong> the transfer and receipt <strong>of</strong> this money: the Prov<strong>in</strong>cial Government;<br />

Charitable Organizations; the general Alberta Populace (Society); Private Industry; and Alberta<br />

First Nations.<br />

The Fourth and f<strong>in</strong>al Section <strong>of</strong> this report provides a comprehensive Summary <strong>of</strong> the f<strong>in</strong>d<strong>in</strong>gs,<br />

an Assessment <strong>of</strong> the Overall Impacts, and policy Recommendations deriv<strong>in</strong>g from these results.<br />
