Northern First Nations communities experience unique challenges. Treaty 8 conta<strong>in</strong>s 9 very<br />

isolated communities (i.e., fly-<strong>in</strong>, non-paved logg<strong>in</strong>g roads, require w<strong>in</strong>ter roads). This<br />

<strong>in</strong>variably <strong>in</strong>creases the local cost <strong>of</strong> liv<strong>in</strong>g as all materials have to be either flown or trucked <strong>in</strong><br />

over long distances. Community <strong>in</strong>frastructure <strong>of</strong>ten pales <strong>in</strong> comparison to southern First<br />

Nations. As well, health care expenditures are higher due to the cost <strong>of</strong> hous<strong>in</strong>g health<br />

pr<strong>of</strong>essionals <strong>in</strong> these isolated communities, and for travel<strong>in</strong>g to obta<strong>in</strong> health care <strong>in</strong> the<br />

south. The diversified nature <strong>of</strong> the central and southern economies enables smaller First<br />

Nations the opportunity to engage <strong>in</strong> a wider variety <strong>of</strong> bus<strong>in</strong>ess opportunities unavailable <strong>in</strong><br />

the north.<br />

Although northern liv<strong>in</strong>g is more expensive, the FNDF is not adjusted to <strong>of</strong>fset community<br />

differences <strong>in</strong> cost <strong>of</strong> liv<strong>in</strong>g and travel, mean<strong>in</strong>g that Treaty 8 populations are gett<strong>in</strong>g less value<br />

for their dollar.<br />

In addition to a north-south variance, there is an urban-rural variance. The 2 cas<strong>in</strong>os located<br />

nearby urban centres (River Cree and Tsuu T’<strong>in</strong>a) are do<strong>in</strong>g quite well compared with the 3<br />

located <strong>in</strong> rural areas. Of the latter, only the Stoney Cas<strong>in</strong>o and Resort has shown <strong>in</strong>creased<br />

FNDF disbursements and charity revenues. Its debt load however is troublesome, restrict<strong>in</strong>g the<br />

Stoney Nation from pursu<strong>in</strong>g alternate economic development projects. The Alexis Nakota<br />

Sioux Nation and the Cold Lake First Nations have seen dim<strong>in</strong>ish<strong>in</strong>g FNDF returns and charity<br />

revenues, <strong>in</strong>dicat<strong>in</strong>g a drop <strong>in</strong> patronage.<br />
