Red Deer <strong>of</strong>ficials reported that the cas<strong>in</strong>o is also a primary stop for young men work<strong>in</strong>g <strong>in</strong> the<br />
natural resources <strong>in</strong>dustries look<strong>in</strong>g to spend their disposable <strong>in</strong>come. At Camrose, the cas<strong>in</strong>o<br />
is seen as a quiet alternative to the larger Edmonton cas<strong>in</strong>os, which is said to be attractive to<br />
many regular patrons.<br />
In general, very few people had moral or ethical objections to <strong>gambl<strong>in</strong>g</strong>. That does not mean<br />
that they did not cite significant social costs, however.<br />
Problem Gambl<strong>in</strong>g, Crime, and Stra<strong>in</strong> on Social Infrastructure<br />
Gambl<strong>in</strong>g was <strong>of</strong>ten portrayed as a dra<strong>in</strong> on local resources due to <strong>in</strong>creased crime and<br />
<strong>in</strong>creased problem <strong>gambl<strong>in</strong>g</strong>. In Edmonton community representatives <strong>in</strong>dicated problem<br />
<strong>gambl<strong>in</strong>g</strong> was contribut<strong>in</strong>g to a “lack <strong>of</strong> attention <strong>of</strong> kids at home, family violence at home ... all<br />
those k<strong>in</strong>ds <strong>of</strong> th<strong>in</strong>gs have phenomenal impact on families,” which <strong>in</strong> turn impacts local service<br />
delivery. <strong>Lethbridge</strong> <strong>of</strong>ficials expressed similar concerns, specifically an <strong>in</strong>crease <strong>in</strong> “family<br />
violence, and <strong>in</strong>creased amount <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> problems at home, and as a result <strong>of</strong> that, more<br />
work for our police department.” Most <strong>in</strong>dividuals <strong>in</strong>dicated that problem <strong>gambl<strong>in</strong>g</strong> was a<br />
significant cause <strong>of</strong> family breakdown lead<strong>in</strong>g to <strong>in</strong>creased costs for social services. For<br />
example, an <strong>of</strong>ficial from St. Albert stated, “We’ve had our fair share <strong>of</strong> family breakdown and<br />
f<strong>in</strong>ancial bankruptcies associated with <strong>gambl<strong>in</strong>g</strong> addictions”. An <strong>of</strong>ficial from Edmonton stated<br />
“we were see<strong>in</strong>g a fair amount <strong>of</strong> <strong>in</strong>crease <strong>in</strong> our service centers <strong>of</strong> people report<strong>in</strong>g addiction<br />
issues that related to <strong>gambl<strong>in</strong>g</strong>” add<strong>in</strong>g that “the whole issue <strong>of</strong> VLT addictions was really not<br />
someth<strong>in</strong>g anybody I th<strong>in</strong>k really anticipated.” From Red Deer one <strong>of</strong>ficial concluded, “It’s the<br />
problem <strong>gambl<strong>in</strong>g</strong> that creates the issues for our communities and for our <strong>in</strong>dividuals <strong>in</strong> the<br />
communities.” The most vocal <strong>of</strong> those <strong>in</strong>terviews was a Calgary <strong>of</strong>ficial, who concluded that<br />
<strong>gambl<strong>in</strong>g</strong> “leads to family breakdown, bankruptcies and <strong>in</strong> certa<strong>in</strong> cases, family violence and<br />
that k<strong>in</strong>d <strong>of</strong> stuff. Now <strong>in</strong> terms <strong>of</strong> cas<strong>in</strong>o revenues <strong>of</strong> course, a chunk <strong>of</strong> those go back to help<br />
those agencies deal with that, but it’s k<strong>in</strong>d <strong>of</strong> a stupid th<strong>in</strong>g when you sit back and look at it –<br />
here we are creat<strong>in</strong>g problems by allow<strong>in</strong>g cas<strong>in</strong>os to exist and be readily accessible and we<br />
acknowledge that there are problems that arise because <strong>of</strong> that so we’ll some money back <strong>in</strong>to<br />
treat<strong>in</strong>g those problems. It’s a bit stupid.” In <strong>Lethbridge</strong> an <strong>of</strong>ficial stated “the poor and the<br />
disadvantaged are disproportionately impacted ... wealthy people may gamble larger sums, but<br />
the people who are impacted most harmed are those who can least afford it.” An <strong>of</strong>ficial <strong>in</strong><br />
advance <strong>of</strong> our telephone <strong>in</strong>terview called a local Alberta Health <strong>of</strong>ficial for more <strong>in</strong>formation,<br />
and conveyed to us that “the cas<strong>in</strong>o itself contributes very little social problems accord<strong>in</strong>g to<br />
the people that I’ve talked to... now, … once it gets <strong>in</strong>to the VLTs … those are another problem.”<br />
Outside <strong>of</strong> elim<strong>in</strong>at<strong>in</strong>g the prov<strong>in</strong>cial gam<strong>in</strong>g <strong>in</strong>dustry outright, which 3 <strong>in</strong>dividuals proposed,<br />
several recommendations were <strong>of</strong>fered to combat the situation. Several people suggested<br />
expand<strong>in</strong>g exist<strong>in</strong>g treatment programs by allocat<strong>in</strong>g a larger portion <strong>of</strong> annual prov<strong>in</strong>cial<br />
<strong>gambl<strong>in</strong>g</strong> revenues. In Red Deer, community representatives suggested additional educational<br />
programs were needed to <strong>in</strong>form people <strong>of</strong> the risks <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> too much. The Edmonton<br />
mayor recommended establish<strong>in</strong>g telephone help l<strong>in</strong>es for people with <strong>gambl<strong>in</strong>g</strong> problems or<br />
family violence problems related to <strong>gambl<strong>in</strong>g</strong>.<br />
