Appendix G: AGLC Cas<strong>in</strong>o Approval Procedure<br />
Approved on 19 January 2001, the First Nations gam<strong>in</strong>g policy allowed for the operation <strong>of</strong><br />
reserve cas<strong>in</strong>os accord<strong>in</strong>g to Alberta’s charitable gam<strong>in</strong>g model. Under the policy established<br />
for the Alberta Gam<strong>in</strong>g and Liquor Commission (AGLC), re-serve cas<strong>in</strong>os are required to adhere<br />
to the terms and conditions established for other charitable cas<strong>in</strong>os <strong>in</strong> the prov<strong>in</strong>ce. The eightstep<br />
proposal format is as follows:<br />
1. An <strong>in</strong>terested group or <strong>in</strong>dividual expresses formal <strong>in</strong>terest <strong>in</strong> develop<strong>in</strong>g a cas<strong>in</strong>o <strong>in</strong> a<br />
community.<br />
2. The AGLC issues a notice <strong>of</strong> expressed <strong>in</strong>terest for a traditional cas<strong>in</strong>o or a First Nations<br />
cas<strong>in</strong>o, as the case may be, determ<strong>in</strong>ed by the location <strong>of</strong> the community. The AGLC places<br />
an advertisement <strong>in</strong> a local newspaper, advis<strong>in</strong>g <strong>in</strong>terested parties that the AGLC will accept<br />
expressions <strong>of</strong> <strong>in</strong>terest from other groups or <strong>in</strong>dividuals for this licence. This process allows<br />
all <strong>in</strong>terested parties <strong>in</strong> a specified area an opportunity to make an application for a cas<strong>in</strong>o<br />
facility licence <strong>in</strong> that area and be considered at the same time as the orig<strong>in</strong>al applicant. The<br />
AGLC will advise all municipal and band councils <strong>in</strong> the surround<strong>in</strong>g community <strong>of</strong> the<br />
<strong>in</strong>terest <strong>in</strong> the proposed facility.<br />
3. The AGLC conducts an <strong>in</strong>itial assessment to determ<strong>in</strong>e if the responses have merit and meet<br />
basic criteria related to market demand and benefit to charitable groups. At this stage, the<br />
AGLC does not require municipal land use, zon<strong>in</strong>g, or development approval for an<br />
expression <strong>of</strong> <strong>in</strong>terest to be deemed valid. Applicants are expected to defer seek<strong>in</strong>g<br />
appropriate municipal approvals until advised <strong>in</strong> writ<strong>in</strong>g by the AGLC.<br />
4. The Board <strong>of</strong> the AGLC considers community support — or the lack there<strong>of</strong> — as expressed<br />
through the municipal or band council, and may conclude the process if, <strong>in</strong> the Board’s<br />
view, the council does not support the concept <strong>of</strong> a new cas<strong>in</strong>o facility <strong>in</strong> the community. If<br />
the council is silent and there is no demonstrated opposition, the Board, at its discretion,<br />
may decide to cont<strong>in</strong>ue the application process.<br />
5. The AGLC accepts detailed proposals from applicants who have expressed an <strong>in</strong>terest <strong>in</strong> the<br />
development <strong>of</strong> a cas<strong>in</strong>o <strong>in</strong> the community under consideration. The proposals must <strong>in</strong>clude<br />
a bus<strong>in</strong>ess plan, and the applicant must demonstrate to the Commission that the proposal<br />
has taken <strong>in</strong>to consideration factors that may affect the community and adjacent<br />
communities. The applicants are also required to issue a public notice <strong>of</strong> their application<br />
for a cas<strong>in</strong>o facility licence. The AGLC will advise all councils <strong>in</strong> the surround<strong>in</strong>g community<br />
<strong>of</strong> any proposals received.<br />
6. A selection committee evaluates proposals us<strong>in</strong>g str<strong>in</strong>gent criteria, and the best proposal is<br />
selected.<br />
