While the above described approach has much utility, it also has several important limitations.<br />

For one, as mentioned earlier, most <strong>gambl<strong>in</strong>g</strong> opportunities <strong>in</strong> Alberta were gradually<br />

<strong>in</strong>troduced and gradually expanded. There are actually only a few events that represent a<br />

sudden and significant change <strong>in</strong> <strong>gambl<strong>in</strong>g</strong> availability that would potentially allow a clearer<br />

before/after comparison (with cas<strong>in</strong>o open<strong>in</strong>gs be<strong>in</strong>g the best example <strong>of</strong> this 1 ). Consequently,<br />

many <strong>of</strong> our analyses are correlational and/or descriptive <strong>in</strong> nature, which is a weaker basis for<br />

identify<strong>in</strong>g causal relationships. Furthermore, <strong>in</strong> a dynamic and complex economy there are a<br />

myriad <strong>of</strong> economic and social forces at work that <strong>in</strong>fluence th<strong>in</strong>gs such as employment,<br />

bankruptcy, crime, bus<strong>in</strong>ess counts, etc., mak<strong>in</strong>g the disentanglement <strong>of</strong> these impacts and<br />

their attribution to <strong>gambl<strong>in</strong>g</strong> very difficult.<br />

Another limitation is that almost all forms <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> <strong>in</strong> Alberta (i.e., lottery, <strong>in</strong>stant w<strong>in</strong><br />

tickets, sports bett<strong>in</strong>g, VLTs, B<strong>in</strong>go, horse race bett<strong>in</strong>g) have been pervasively <strong>in</strong>troduced and<br />

evenly distributed, which does not permit the use <strong>of</strong> control regions/groups. The only types <strong>of</strong><br />

<strong>gambl<strong>in</strong>g</strong> with some degree <strong>of</strong> regional variation <strong>in</strong> Alberta are cas<strong>in</strong>os and rac<strong>in</strong>g<br />

enterta<strong>in</strong>ment centres (RECs) (racetracks with slot mach<strong>in</strong>es).<br />

Direct Investigation <strong>of</strong> the Known Impacts<br />

The above approach <strong>in</strong>vestigates potential impacts <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> as reflected <strong>in</strong> changes <strong>in</strong><br />

general socioeconomic <strong>in</strong>dicators. Our second strategy is the direct exam<strong>in</strong>ation and<br />

documentation <strong>of</strong> the immediate and known impacts <strong>of</strong> <strong>gambl<strong>in</strong>g</strong>. Specifically:<br />

Direct Employment as a result <strong>of</strong> new <strong>gambl<strong>in</strong>g</strong> facilities or types <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> (i.e., number<br />

<strong>of</strong> new employees; wages; residency; comparison to previous employment status to<br />

determ<strong>in</strong>e extent to which these jobs are ‘new’ rather than just shifted from other<br />

<strong>in</strong>dustries).<br />

Direct Revenue as a result <strong>of</strong> this new form <strong>of</strong> <strong>gambl<strong>in</strong>g</strong>.<br />

Disbursement <strong>of</strong> Direct Revenue<br />

o Percentage and amount to: Prov<strong>in</strong>cial Government, Federal Government,<br />

Charity/Community Groups, Private Sector Venue Operators, First Nations<br />

Groups<br />

o Disbursement <strong>of</strong> revenue with<strong>in</strong> each <strong>of</strong> these sectors.<br />

Infrastructure Investment made by cas<strong>in</strong>os and other major venues.<br />

Infrastructure Costs to municipal, First Nation, and prov<strong>in</strong>cial governments (i.e., road<br />

development and ma<strong>in</strong>tenance, utilities (power, water, sewage), fire services, police<br />

services).<br />

1 Unfortunately, the <strong>in</strong>troduction <strong>of</strong> cas<strong>in</strong>os and Rac<strong>in</strong>g Enterta<strong>in</strong>ment Centres (RECs) is <strong>of</strong>ten not a discrete event<br />

either, as many <strong>of</strong> them undergo significant expansion after open<strong>in</strong>g.<br />
