The Camrose mayor, for example, stated that the planned cas<strong>in</strong>o complex located just east <strong>of</strong><br />

town was “the whole anchor <strong>of</strong> the development out there *and+ will become a strong part <strong>of</strong><br />

the community” once construction beg<strong>in</strong>s. Unfortunately, because <strong>of</strong> a downturn <strong>in</strong> the<br />

economy, the proposed dest<strong>in</strong>ation resort (cas<strong>in</strong>o, hotel, convention centre) plans were pared<br />

down to a stand-alone cas<strong>in</strong>o. Although the foot<strong>in</strong>gs and <strong>in</strong>frastructure are <strong>in</strong> place, hotel and<br />

convention centre construction rema<strong>in</strong>s on hold. Locat<strong>in</strong>g the cas<strong>in</strong>o <strong>in</strong> that sector did however<br />

allow the town council to justify widen<strong>in</strong>g the highway and extend<strong>in</strong>g municipal water and<br />

sewage <strong>in</strong>frastructure at the cas<strong>in</strong>o owner’s expense. Now the sector is fully serviced. The<br />

cas<strong>in</strong>o also catalyzed the Camrose Regional Exhibition’s recent $1 million campground<br />

construction, followed by the town servic<strong>in</strong>g and the sale <strong>of</strong> many additional <strong>in</strong>dustrialcommercial<br />

lots. The Camrose mayor also po<strong>in</strong>ted to improved tourist traffic attributable to<br />

the cas<strong>in</strong>o as one <strong>of</strong> its ma<strong>in</strong> economic contributions.<br />

Likewise, the Cold Lake mayor was pleased with the cas<strong>in</strong>o (even though it is located on the<br />

Cold Lake First Nations) due to the <strong>in</strong>creased number <strong>of</strong> people stopp<strong>in</strong>g <strong>in</strong> his town that might<br />

otherwise shop <strong>in</strong> a centre without a cas<strong>in</strong>o. For Grande Prairie, cas<strong>in</strong>o donations for<br />

community events comb<strong>in</strong>ed with the jobs were considered the positive economic attribute.<br />

The Whitecourt mayor <strong>in</strong>dicated that the cas<strong>in</strong>o was an important sell<strong>in</strong>g po<strong>in</strong>t <strong>in</strong> the town’s<br />

campaign to recruit new bus<strong>in</strong>esses. Community representatives from Red Deer reported that<br />

the two Red Deer cas<strong>in</strong>os draw significant numbers <strong>of</strong> tourists and regional patrons who spend<br />

money <strong>in</strong> town.<br />

Yet several mayors contradicted their commentary by conclud<strong>in</strong>g that the cas<strong>in</strong>os were not<br />

liv<strong>in</strong>g up to expectations, and that <strong>gambl<strong>in</strong>g</strong> <strong>in</strong> general was problematic to the community.<br />

All participants cited cas<strong>in</strong>o tourism as an important economic driver. Yet no municipal<br />

statistics are kept measur<strong>in</strong>g local tourism or the projected amounts spent at the cas<strong>in</strong>os, or<br />

the projected amounts spent by cas<strong>in</strong>o patrons at local bus<strong>in</strong>esses.<br />

Although proclaim<strong>in</strong>g cas<strong>in</strong>o employment to be one <strong>of</strong> the important benefits, the majority<br />

po<strong>in</strong>ted out that the jobs <strong>in</strong> question were low-skilled employment <strong>in</strong> a service-sector <strong>in</strong>dustry.<br />

Cas<strong>in</strong>o jobs were characterized as consist<strong>in</strong>g <strong>of</strong> a small number <strong>of</strong> well-paid, permanent<br />

management positions and a large number <strong>of</strong> low pay<strong>in</strong>g jobs with limited upward mobility.<br />

The Cold Lake mayor was the only one to po<strong>in</strong>t to potential career advancement opportunities<br />

with<strong>in</strong> cas<strong>in</strong>os. The rema<strong>in</strong>der were less optimistic that the jobs were emotionally or<br />

<strong>in</strong>tellectually satisfy<strong>in</strong>g; or that cas<strong>in</strong>o employees would rema<strong>in</strong> loyal <strong>in</strong> the face <strong>of</strong> an improved<br />

economy result<strong>in</strong>g <strong>in</strong> the availability <strong>of</strong> better pay<strong>in</strong>g employment opportunities.<br />

Physical Infrastructure Issues<br />

Gambl<strong>in</strong>g may contribute to <strong>in</strong>cremental <strong>in</strong>frastructure costs, which are difficult to quantify.<br />

Calgary and Edmonton were the only communities to cite this issue, however, with traffic,<br />

public safety, and public transport be<strong>in</strong>g the ma<strong>in</strong> concerns. An example was provided by a<br />

municipal <strong>of</strong>ficial from Edmonton, who expla<strong>in</strong>ed “So much <strong>of</strong> our <strong>in</strong>frastructure … is based on<br />
