human activities are value laden” (Mitchell & Egudo, 2003). The person-centred <strong>in</strong>terview<br />
enabled the researchers to become further grounded <strong>in</strong> the context <strong>of</strong> social <strong>in</strong>terface that led<br />
to specific mean<strong>in</strong>gs develop<strong>in</strong>g about <strong>gambl<strong>in</strong>g</strong> that were both culturally and regionally<br />
specific.<br />
The specific questions that were posed were as follows:<br />
1. What impacts, if any, have you seen as a result <strong>of</strong> the <strong>in</strong>troduction <strong>of</strong> the new cas<strong>in</strong>o <strong>in</strong><br />
your community?<br />
2. Have you seen an <strong>in</strong>crease <strong>in</strong> general bus<strong>in</strong>ess activity <strong>in</strong> the area?<br />
3. Have you seen any change <strong>in</strong> crime <strong>in</strong> the area?<br />
4. What have some <strong>of</strong> the beneficial impacts been?<br />
5. What have some <strong>of</strong> the negative impacts been?<br />
6. Overall, do you believe that the cas<strong>in</strong>o has been beneficial or harmful to your<br />
community?<br />
The f<strong>in</strong>al phase <strong>of</strong> the research <strong>in</strong>volved a thematic analysis to extract themes central to the<br />
pert<strong>in</strong>ent issues through “careful read<strong>in</strong>g and re-read<strong>in</strong>g <strong>of</strong> the data” (Rice & Ezzy, 1999, p.258).<br />
This <strong>in</strong>volved identify<strong>in</strong>g an important comment or <strong>in</strong>terview moment and cod<strong>in</strong>g it accord<strong>in</strong>gly.<br />
Cod<strong>in</strong>g provided an organization and categorization <strong>of</strong> the data from which central themes<br />
were then identified and developed. Data collection and analysis proceeded simultaneously,<br />
and transcripts were re-read to ensure accuracy and thematic applicability to the orig<strong>in</strong>al data.<br />
The section that follows is an attempt to identify the major positive and negative features <strong>of</strong><br />
<strong>gambl<strong>in</strong>g</strong> and local cas<strong>in</strong>os from a municipal perspective. It is divided <strong>in</strong>to Mayoral Perspectives<br />
and Community Representatives Perspectives. The subsequent section provides a more <strong>in</strong>depth<br />
exam<strong>in</strong>ation <strong>of</strong> the primary issues identified.<br />
Mayoral Perspectives on Local Gambl<strong>in</strong>g and Cas<strong>in</strong>os<br />
Perceived Positive Aspects <strong>of</strong> Gambl<strong>in</strong>g and Cas<strong>in</strong>os<br />
The majority <strong>of</strong> mayors (5/7) considered their cas<strong>in</strong>o(s) to be a positive community feature.<br />
However, most were less supportive <strong>of</strong> VLTs. Four considered the cas<strong>in</strong>os to be good corporate<br />
citizens based on their <strong>in</strong>terface with the local community and their charitable actions. In this<br />
ve<strong>in</strong>, <strong>gambl<strong>in</strong>g</strong>’s larger prov<strong>in</strong>cial role <strong>in</strong> support<strong>in</strong>g community activities was also cited as<br />
positive. All mayors <strong>in</strong>dicated their appreciation <strong>of</strong> the additional <strong>gambl<strong>in</strong>g</strong>-related fund<strong>in</strong>g<br />
they had received for polic<strong>in</strong>g from AGLC.<br />
Most mayors also believed there to be a positive economic impact <strong>of</strong> both <strong>gambl<strong>in</strong>g</strong> and the<br />
local cas<strong>in</strong>o. Cas<strong>in</strong>os were considered to be economic generators by virtue <strong>of</strong> the fact they<br />
brought <strong>in</strong> tourist dollars, attracted local bus<strong>in</strong>esses, and provided employment opportunities.<br />
