Craig Rd. - HWY 2 to 6 th Ave.: Widen Craig Rd. and provide site access intersection<br />

improvements as assumed and identified in the TIA. Construction frontage improvements along<br />

the Spokane Tribe site frontage. Widen road to ac<strong>com</strong>modate a three lane roadway section and<br />

bike lanes; approximately 45-50ft depending on the ultimate design level determination of<br />

appropriate lane widths. Construct site access driveways as indicated in the site plan and such<br />

that no access aligns with 12th Avenue.<br />

Craig Rd/SR 902: Construct or fully fund construction of either a traffic signal and related<br />

intersection improvements or a roundabout. (Note the proportional share responsibility for the<br />

was calculated as 23.7% in the TIA)<br />

HWY 2/Hayford Rd.: Commit to funding a proportional share (based on project and phase<br />

generated traffic) to improvements to the 21 st Ave./18 th Ave. corridor at the time of construction<br />

of said improvements (See further discussion of HWY2/Hayford mitigation in the previous<br />

section).<br />

6th Street: In the event that the 6th Street extension (near and east of Craig R.) is not <strong>com</strong>pleted<br />

prior to project implementation, the Tribe shall fully fund development of the unfinished portion<br />

of the 6th Street extension from approximately South Aspen Street to Craig Road. The City shall<br />

enter into an agreement with the Tribe to reimburse the Tribe for cost of development of the 6th<br />

Street extension through development of local traffic impact fee assessment areas.<br />

12th Avenue: The Tribe shall fully fund the posting of signage for the eastbound traffic on 12th<br />

Avenue and Craig Road stating “Local Access Only” or provide other similar means of<br />

discouraging the use of 12 th Ave. by Spokane Tribe site traffic. 12th Avenue shall be considered<br />

within the future traffic impact analysis described under <strong>Traffic</strong> Mitigation Measure B. If the<br />

results of the updated TIA determine that the traffic mitigation identified for 12th Avenue should<br />

be adjusted due to changes in future traffic background conditions, the re<strong>com</strong>mendations shall be<br />

subject to review and approval by the City prior to any modifications to the traffic mitigation<br />

plan.<br />

2032 Cumulative Mitigation Improvements<br />

The improvements identified below in addition to the improvements identified above are required to<br />

mitigate 2032 Cumulative With Project conditions. Prior to buildout of the Spokane Tribe site it is<br />

re<strong>com</strong>mended that the TIA be updated based on the traffic conditions present at that time and the<br />

subject intersections reevaluated to determine if mitigations are necessary and to recalculate the<br />

proportional share contributions. Any remaining credits or overage from previously constructed or<br />

funded mitigations shall be applied to the proportional share amount identified below.<br />

2032 Alternative 1 Mitigations (in addition to Alt. 1 Ph. 3 2019 mitigations above):<br />

In lieu of constructing the mitigations identified in the TIA at the Lundstrom, Lawson, Garfield<br />

intersections along HWY 2 is re<strong>com</strong>mend that the project contribute a proportional share to<br />

improvements to the 21 st Ave. alternative route which will relieve traffic from the HWY 2 corridor<br />

and likely eliminate the need for improvements to the Lundstrom, Lawson and Garfield intersections.<br />
