The traffic volumes included for this analysis include 2015 background traffic volumes plus project<br />

Phase 2 related traffic. The volumes used for this analysis scenario are shown on Figure 16. A<br />

Hwy. 2 / Lundstrom is anticipated to operate at LOS F. Mitigation for these locations is identified in the<br />

mitigation subsection at the end of the Alternative 1 section.<br />
