and at standing guards, etc., subordinate to the lines. Having noted or reconciled any discrepancies<br />

in these stocks immediately in his charge, he shall compare his accounts and<br />

the returns from outside detachments with the distribution statements of arms and ammunition<br />

for the whole district and with the Equipment Tables, and shall report the result,<br />

noting any discrepancies, to the Superintendent. On receipt of this report by the Superintendent,<br />

a gazetted officer shall be required personally to verify it. Such gazetted<br />

officer shall enquire into and pass orders on any discrepancies disclosed, taking the orders<br />

of the Superintendents if necessary, and shall personally satisfy himself of the correctness<br />

of all the articles reported on. The report, when duly verified by a gazetted officer, shall<br />

be attached with the reports of the general stock-taking of Government property in the district.<br />

(2) The stock-taking ordered above shall be in addition to the checks ordered in rules<br />

6.8, 6.10 and 6.19.<br />

(3) All arms, ammunition and ordnance stores on charge shall further be thoroughly<br />

checked on transfer of charge of reserve inspector or Lines Officer, and, when the kot<br />

head constable or armourer is transferred, the stocks for which they are directly responsible<br />

shall be checked.<br />

Rule 6.28<br />

6.28. Inspection by Civil Chief Master Armourer. - (1) Each district, the Railway<br />

<strong>Police</strong> and the <strong>Police</strong> Training School will be visited once in a year by a Civil Chief Master<br />

Armourer. This Officer will inspect one-third of the arms on the charge of the <strong>Police</strong><br />

every year and report on all arms (including signal pistols, bayonets and bayonet scabbards)<br />

armourers tools and materials brought before him. He will not inspect ammunition<br />

or any stores or equipment obtained otherwise than from the Ordnance Department.<br />

(2) Inspections referred to above are carried out at the request of the Inspector-General<br />

of <strong>Police</strong> and will be held at District Headquarters, Railway <strong>Police</strong> Lines and the <strong>Police</strong><br />

Training School. Superintendents of <strong>Police</strong>, Assistant Inspector-General, Government<br />

Railway <strong>Police</strong> and Principal shall ensure that all arms not inspected at one such inspection<br />

shall, without fail, be produced at the next inspection. Prior to the arrival of the Civil<br />

Chief Master Armourer numerical rolls in I.A.F. O.-1455 shall be prepared in duplicate,<br />

showing the district and manufactory numbers and marks on arms to be inspected. An officer<br />

not below the rank of inspector shall be present throughout the inspection.<br />

(3) Such inspections are to be paid for by the local Government. If any Superintendent<br />

of <strong>Police</strong> thinks an inspection necessary, he should address the Inspector-General of <strong>Police</strong><br />

with a view to his having the district included in the next tour programme of the Civil<br />

Chief Master Armourer.<br />

(4) The report of the Civil Chief Master Armourer, when received, shall be forwarded<br />

by the Superintendent with any necessary explanations, or reports as to the responsibility<br />

for deficiencies and damages brought to light, to the Deputy Inspector-General, with<br />

whose sanction replacements authorized and other action recommended by the inspecting<br />

officer may be undertaken.<br />

(5) Inspection or test of small Arms, Ammunition and explosives by Inspecting Ordnance<br />

Officers is carried out in Arsenals. The Inspecting Ordnance Officer will call upon<br />

the Superintendent of <strong>Police</strong> to fill up and submit to him Form G.-803 in the case of ammunition<br />

(.303 rifle, .410 musket and revolver-ball, buckshot and blank) and Form<br />

G.-848, in case of other explosives. This latter form will be required only in those districts<br />

which are supplied bombs, Very light pistols, etc. The Inspecting Ordnance Officer will<br />

call for samples as he deems necessary and carry out tests. If the Inspecting Ordnance Officer<br />

actually carried out tests the Inspector-General of <strong>Police</strong> should be informed.<br />

(6) I.A. forms referred to in sub-rules (2) and (5) should be included in the indent for<br />

Indian Army Forms. Districts should keep a dozen copies of each form in stock.
