(g) An annual grant in the case of officers of the Criminal Investigation Department<br />

as follows to enable them to make up their own clothing in lieu of free annual<br />

issues of uniform :-<br />

Inspectors, Sub-Inspectors and Assistant Sub- Rs. 25 per annum<br />

Inspectors,<br />

Head Constables and Constable Rs. 10 per annum<br />

(h) A sum equal to ten per cent of the gross estimated total grant for police clothing<br />

and equipment, calculated according to the existing schedules, shall remain at<br />

the disposal of the Inspector-General as a reserve to enable him to meet any unforeseen<br />

items of special expenditure incurred by district officer on clothing and<br />

equipment. This amount shall be in addition to the gross estimated grant and<br />

shall not be deducted from it.<br />

When any reduction in establishment is made during the year after the annual clothing<br />

and equipment allowances for that year have been drawn, a proportionate reduction<br />

from the date on which the establishment was reduced shall be made in<br />

the allotment for the succeeding financial year.<br />

(2) Charges for clothing and equipment in the case of existing establishment shall be<br />

drawn in each year immediately after the annual budget allotment statement of contingent<br />

expenditure has been published for each district by separate special contingent bills (A<br />

and T No. 309) and shall show the number of men for whom the charge is made and the<br />

rate per man. When additions to establishment are sanctioned the allowances (a), (b) and<br />

(c) shall also be drawn by special contingent bills in the same form, on receipt of such<br />

sanction. Such bills will be presented at the treasury and the amounts will be credited by<br />

the treasury officer to the police deposit account.<br />

Note :- Such bill should be endorsed "not payable in cash, but by transfer account" and head "special<br />

contingent bill for the financial year 19 ."<br />

The following certificate shall be added and signed by the Superintendent when drawing<br />

the sum referred to in clause (c) of sub-rule (1) above :-<br />

Certified that I have satisfied myself that the sum of Rs. __________ at the rate of Rs.<br />

16 per head has been paid to __________ lower subordinates of this district who were enlisted<br />

prior to the 1st April, 1905 and who have ceased to be members of the clothing fund.<br />

(3) In the event of the allotment on account of clothing and equipment being reduced<br />

for any reason, the amount in question shall be deducted both from the police deposit account<br />

and the budget allotment by means of entries on the disbursement side of the general<br />

cash book, contingent register and the cheque book. The necessary intimation shall at the<br />

same time be made by the Superintendent direct to the Accountant-General, with a view<br />

to the necessary correction being made in that officer’s books and those of the treasury officer<br />

concerned.<br />
