Rule 11.14<br />

11.14. Communications with other provinces and countries. - (1) All communications<br />

and documents sent by police officers to officers in another province where there is<br />

a different vernacular shall be in English.<br />

(2) Should it be necessary to communicate with <strong>Police</strong> authorities in United Kingdom<br />

and the colonies in connection with the investigation of specific crimes of a non-political<br />

character, the facts should be reported through the Deputy Inspector-General of <strong>Police</strong>,<br />

C.I.D., to the Inspector-General of <strong>Police</strong>, who is authorised to conduct such correspondence<br />

with opposite numbers in United Kingdom and Colonies. All references about<br />

political crimes and all other references about policy matters and general information<br />

shall be made through the Director, Intelligence Bureau, Ministry of Home Affairs, Government<br />

of India.<br />

(3) Communications between gazetted police officers and between such officers and<br />

officers of similar status in other departments, and in answer to communications in English<br />

from persons not in the service of Government, shall be in English, unless the person<br />

addressed is known habitually to conduct his correspondence in the vernacular.<br />

Rule 11.15<br />

11.15. Translation. - All translations made in the office of a Superintendent shall be<br />

checked and certified as correct by a responsible officer not below the rank of Assistant<br />

Sub-Inspector.<br />

Rule 11.16<br />

11.16. Transliteration of vernacular words. - (1) The transliteration of Indian words<br />

and the spelling of names should follow, as closely as possible, the rules given in Appendix<br />

C to <strong>Punjab</strong> Government Consolidated Circular No. 5.<br />

(2) As regards the names of places, the Imperial Gazetteer shall be accepted as the primary<br />

authority for the spelling of all names of places found in it, and in the case of names<br />

which do not appear in the Gazetteer, the local civil authority shall decide all questions<br />

relating to the spelling.<br />

Rule 11.17<br />

11.17. Communications on private matters. - Officers shall not address their superiors<br />

on personal matters concerning their own leave, pay, promotion, appointment, etc.,<br />

by "State" telegram or in service paid letters. Should a reply to such a communication be<br />

required by telegraph the cost of the reply shall be prepaid. When such references are forwarded<br />

by the superior officers of those submitting them, they will be treated like any<br />

other official communication.<br />

Rule 11.18<br />

11.18. Wording of telegrams. - Telegraphic messages should be worded as briefly as<br />

is consistent with conveying the intended meaning without ambiguity.<br />

Rule 11.19<br />

11.19. Telegrams - use of. - <strong>Police</strong> officers may use the Government and State Railway<br />

telegraph system for the transmission on official business of telegrams of the following<br />

classes :-<br />

(a) Ordinary State, (b) Express State, (c) Special <strong>Police</strong>.<br />

Messages should be classed "Ordinary" except in case of special urgency. The "Express"<br />

class should be used for messages of special urgency, when the difference<br />

of a few hours in the time of delivery is of moment, or when it is known<br />

that, owing to a block of traffic, "Ordinary" class telegrams are liable to serious<br />

delay.<br />

The authority to class messages "Special <strong>Police</strong>" has been given to police officers of<br />

and above rank of Inspector at the headquarters of districts, with the proviso<br />

that, when a gazetted officer is available, the privilege shall ordinarily be exer-
