pay bill of an officer finally quitting Government service and bills for rewards for proficiency<br />

in oriental languages require pre-audit. (Articles 51 and 55, Civil Account Code,<br />

<strong>Volume</strong> I).<br />

Rule 10.84<br />

10.84. Subordinate establishments. - The establishment in each rank and grade and<br />

the number and description of allowances are sanctioned from time to time by the local<br />

Government.<br />

The sanctioned establishment may on no account be exceeded, except in the case of allowances<br />

for officers in leave acting and other vacancies.<br />

Upper subordinates are borne upon a provincial or range cadre : provided that the total<br />

sanctioned number in each rank and grade for the province or range is not exceeded, upper<br />

subordinates can be posted to districts at the discretion of the authority empowered to<br />

make such postings.<br />

Rule 10.85<br />

10.85. Annual establishment return. - Superintendents shall submit the following<br />

statements by the 15th April in each year to the Deputy Inspector- General :-<br />

(a) showing the names of all upper subordinates who have been on leave other than<br />

casual leave, and under suspension during the year, with description and period<br />

of leave or suspension, the dates of beginning and ending being specified, and<br />

in cases of suspension it being stated whether the period is to count towards pension.<br />

(b) Specifying the pay bills with which the health and age certificates of new incumbents<br />

entertained during the year were furnished to the Accountant-General’s<br />

Office.<br />

(c) Specifying the names of upper subordinates who were shown in the previous<br />

year’s list, but were omitted from the current year’s list with particulars as to<br />

dates from which they ceased to be borne on the list and why.<br />

On receipt to these statements Deputy Inspectors-General shall cause a careful check of<br />

their accuracy to be made, and shall compile consolidated statements for all districts in<br />

their range; these they shall submit, together with muster rolls of their own office establishments,<br />

to reach the Central <strong>Police</strong> Office by the 1st May. The Deputy<br />

Inspector-General, Criminal Investigation Department and the Assistant Inspector-General,<br />

Government Railway <strong>Police</strong>, shall similarly prepare and submit returns relating to<br />

upper subordinates and clerks borne on their lists. The lists, after being checked in the<br />

Central <strong>Police</strong> Office shall be forwarded to the Accountant-General with the annual<br />

printed list of inspectors, sergeants and sub-inspectors.<br />

Rule 10.86<br />

10.86. Changes in establishment. - All changes in establishment due to officers leaving<br />

the service, or to promotions, reductions, transfers to other districts or departments,<br />

etc., shall be recorded from time to time as they take place in the Order Book and in the<br />

"Memorandum of Changes" maintained in Form No. 10.86, which shall be prepared separately<br />

for lower subordinates and temporary establishment.<br />

Care should be taken that all appointments remaining vacant in the previous month are<br />

first recorded in this form before the changes of the current month are entered, and that<br />

all vacancies in the rank of constable are shown in the lowest grade.<br />

Rule 10.87<br />

10.87. Deductions. - (1) All recoveries or deductions which are made from officers are<br />

either recurrent or casual.<br />

(2) Recurrent deductions are made at a fixed rate on account of income-tax, or fund subscriptions.
