duties at headquarters, other than headquarter police stations. At police stations married<br />

quarters are being provided as funds permit for the officer in charge, the assistant sub-inspectors<br />

permanently sanctioned for the station and 2/5ths of the sanctioned<br />

establishment of head constables and constables.<br />

Rule 3.20<br />

3.20. Allotment of quarters and grant of house rent allowances to constables. -<br />

Constables and Head Constables stationed at headquarters of districts, desiring Government<br />

family quarters or house rent in lieu thereof, shall apply in writing to the<br />

Superintendent of <strong>Police</strong> stating where they are posted, the duty on which they are employed,<br />

and the numbers of the members of their family to be accommodated. Such<br />

applications shall be forwarded through their immediate superior officer, not below the<br />

rank of sub-inspector, who shall endorse his recommendations. Such applications, if not<br />

refused, shall be acknowledged, filed and entered serially as received, in a register which<br />

shall be maintained in Form 3.20.<br />

Rule 3.21<br />

3.21. Grant of house rent allowances instead of family quarters. - If no family quarters<br />

are available in the vicinity of the place of duty of an applicant under Rule 3.20, he<br />

may be granted a house rent allowance, provided that the sanctioned number of allowances<br />

is not exceeded. Such allowance is a personal allowance and is not transferable and<br />

shall cease when the recipient (a) is permanently transferred or (b) proceeds on leave for<br />

a period exceeding four months or (c) for any other sufficient reason at the discretion of<br />

the Superintendent of <strong>Police</strong>, whose order shall be final. The maximum number of house<br />

rent allowances sanctioned in each district is 25 per cent of the number of Head Constables<br />

and constables stationed at headquarters excluding the reserve and the provision for<br />

escorts.<br />

Rule 3.22<br />

3.22. Disposal of claims for family quarters or house rent allowance. - In determining<br />

the priority of claim for family quarters or for the grant of house rent allowance, the<br />

Superintendent of <strong>Police</strong> shall be guided by the following considerations in the order<br />

given below :-<br />

(a) The length of service of the applicant;<br />

(b) the general conduct of the applicant;<br />

(c) the permanency and nature of his duty at headquarters;<br />

(d) the number of members of his family (wife, sons and daughters only);<br />

Provided that no allowance shall be granted unless -<br />

(i) the house is within a reasonable distance of the applicant’s place of duty;<br />

(ii) a superior officer, not below the rank of sub-inspector certifies monthly that the<br />

wife (and family, if any) of the recipient of the allowance is residing with him,<br />

and that no official quarters are available.<br />

Rule 3.23<br />

3.23. Duties of Deputy Inspectors-General with regard to the examination of<br />

house rents sanctioned in districts. - Deputy Inspectors-General, when inspecting districts,<br />

should satisfy themselves that the allotment of quarters and the grant of house-rent<br />

allowances has been made in strict accordance with these rules. They should report, from<br />

time to time as married quarters for constables and head constables are constructed, to<br />

what extent the number of house-rent allowances can be reduced in each district.<br />

Rule 3.24<br />

3.24. <strong>Rules</strong> regarding installation of electricity in police buildings. - (1) All proposals<br />

for the installation of electric lights and fans in non- residential buildings shall be<br />

submitted, accompanied by a rough plan showing where the lights and fans are to be installed<br />

and a rough estimate of the cost involved, to the Deputy Inspector-General who
