sirable for Government to take up the matter. The practice of sending references<br />

from the Secretariat marked "for disposal or report" should cease. The<br />

endorsement should make it clear whether the reference is for disposal or for report.<br />

In exercise of the powers conferred on him by rules 2 and 7 of the <strong>Rules</strong> for the protection<br />

of sources of information, the Inspector-General of <strong>Police</strong>, with approval of the<br />

Governor of the <strong>Punjab</strong>, given in his discretion, is pleased to issue the following general<br />

directions :-<br />

(1) The actual names of agents and sources of information relating to the operations<br />

of persons committing or conspiring, preparing or attempting to commit crimes<br />

of violence, which in the opinion of the Governor are intended to overthrow the<br />

Government as by law established, shall not as a rule be kept on record. When<br />

it is necessary to keep them on record, they shall be kept on a file marked<br />

"STRICTLY SECRET".<br />

(2) STRICTLY SECRET files referred to in paragraph 1 shall, if prepared by district<br />

police, be kept in the personal custody of the Superintendent of <strong>Police</strong> of<br />

the district, and if prepared by the Criminal Investigation Department, shall be<br />

kept in the personal custody of the Superintendent of <strong>Police</strong>, Special Branch or<br />

Superintendent of <strong>Police</strong>, Crime, as the case may be. The Deputy Inspector-<br />

General of <strong>Police</strong>, Criminal Investigation Department, shall however, be empowered<br />

to nominate the custodians of these files notwithstanding anything<br />

contained in this direction.<br />

(3) If any member of the police force in possession of any such record or of information<br />

of the identity of any source or agent as described in paragraph 1 of these<br />

directions, deems it necessary in the interest of the administration to disclose<br />

such record or information to any other member of the police force he shall, if<br />

serving in a district, take the orders of the Superintendent of <strong>Police</strong> or other gazetted<br />

officer nominated by the Deputy Inspector-General, Criminal Investigation<br />

Department, in his behalf and if serving in the Criminal Investigation<br />

Department, he shall take the orders of the Superintendent of <strong>Police</strong>, Special<br />

Branch, or Superintendent of <strong>Police</strong>, Crime, as the case may be.<br />

Note :- "<strong>Police</strong> force" in this direction refers to police serving under the <strong>Punjab</strong> Government only.<br />

Disclosure of such information to any member of other police forces requires the orders of<br />

the Governor, in accordance with rule 8 of the <strong>Rules</strong> for the Protection of sources of Information.<br />

(4) Transmission of such information or record by post shall be avoided when possible.<br />

When it is necessary to send it by post, it shall be sent in a double sealed cover registered<br />

and insured, and addressed by name to the officer to whom it is to be disclosed.<br />

APPENDIX 11.6<br />

Rubber Stamps and punches to be kept in <strong>Police</strong> Offices. - The following rubber<br />

stamps and similar appliances, obtainable on payment from the Stationery Office, Calcutta,<br />

under the regulations contained in Chapter 12, <strong>Punjab</strong> Printing and Stationery<br />

Manual, should be kept in district police offices :-<br />

(a) English Office<br />

(1) Office rubber stamp - to stamp English communications as received.<br />

(2) "Confidential" stamp.<br />

(3) Stamp bearing designation of head of office.<br />

(b) Accounts Branch<br />

To stamp receipts and vouchers -<br />

(1) Revolving date stamp.<br />

(2) "Cancelled" stamp.
