(a) between places not connected by rail, or<br />

(b) between places connected by road as well as by rail when the road route is the<br />

shorter; or when the journey by rail, although shorter in distance, would cause<br />

inordinate delay :<br />

Provided that the Superintendent of <strong>Police</strong> certifies on the travelling allowance bill<br />

that the journey was necessary in the public interest and that no other form of<br />

travelling allowance has been drawn.<br />

Note 1 - In certifying that the journey was necessary in the public interest the Superintendent of <strong>Police</strong><br />

shall verify that the purpose of the journey was one for which travelling allowance is<br />

ordinarily admissible under the provisions of the <strong>Punjab</strong> Travelling Allowance <strong>Rules</strong>.<br />

Exception No. VI - The staff employed on the mobile police patrol when the distance<br />

travelled is more than 20 miles from headquarters. (Appendix to the Travelling<br />

Allowance <strong>Rules</strong>).<br />

Exception No. VII - Sergeants of <strong>Police</strong> employed to control motor traffic on the<br />

Rawalpindi-Murree and Pathankot-Dharamasala roads will be entitled to draw<br />

daily allowance for any day on which they are absent from their headquarters for<br />

more than eight consecutive hours.<br />

Exception No. VIII - <strong>Police</strong> Officers are permitted to draw travelling allowance of<br />

journeys by road within their sphere of duty made in public motor vehicles; provided<br />

that the amount is not more than the railway fare between the two places<br />

and provided also that the journeys if it had not been performed by a public motor<br />

vehicle would have been performed by rail.<br />

Exception No. IX - <strong>Police</strong> Officers below the rank of Inspector may draw travelling<br />

allowance within their sphere of duty for journeys performed by road which are<br />

certified to be necessary in the public interest by the Superintendent of <strong>Police</strong>,<br />

- vide Exception V in Appendix-4 of the <strong>Punjab</strong> Travelling Allowance <strong>Rules</strong>.<br />

Rule 10.134<br />

10.134. Special provisions regarding tours. - (1) The Inspector-General may authorise<br />

a police officer, who is compelled by a sudden emergency to leave his camp and travel<br />

rapidly to a place more than twenty miles distant, to draw, in addition to mileage and daily<br />

allowance, the actual cost of maintaining his camp, up to the amount of the rate of daily<br />

allowance admissible to such officer. (Rule 2.64, T.A. <strong>Rules</strong>).<br />

(2) The Inspector-General may, by special order in each case, allow an officer to draw<br />

in addition to daily or mileage allowance or both, the actual cost of transporting by rail or<br />

boat his horse, motor car or other means of conveyance and camp equipment, provided<br />

he is satisfied that the interests of the public service are served by such action. (For detailed<br />

conditions see rule 2.66, T.A. <strong>Rules</strong>).<br />

(3) Tent pitchers, not being enrolled police officers, may draw allowance, when accompanying<br />

an officer on tour for which travelling is not drawn for more than two men of the<br />

menial establishment. Constables employed as tent pitchers will draw the travelling allowance<br />

admissible to their rank. [Rule 2.50 (note 3) T.A. <strong>Rules</strong>].<br />

(4) By special order in each case the Inspector-General may permit the recovery of the<br />

actual cost of maintaining camp equipage during halts at or within a five-miles radius<br />

headquarters (Rule 2.71, T.A. <strong>Rules</strong>).<br />

Rule 10.135<br />

10.135. Travelling allowance admissible to Railway <strong>Police</strong>. - The special provisions<br />

governing the travelling allowances admissible to railway police officers on tour are contained<br />

in rule 2.68 of the Travelling Allowance <strong>Rules</strong>. The Assistant Inspector-General,<br />

Government Railway <strong>Police</strong>, is responsible that those provisions are understood and observed<br />

by police officers and clerks serving under him. (Rule 2.68, T.A. <strong>Rules</strong>).
