(3) Every application for renewal of the grant on account of horse and saddlery must<br />

be accompanied by a certificate stating that a charger is being maintained and has ordinarily<br />

been maintained for a total period of seven years from the date the charger was first<br />

maintained.<br />

Note. 1 :- In applications for the renewal of uniform and horse and saddlery grants, the date should<br />

be from which uniform and horse was first maintained.<br />

Note 2 :- In reckoning the period of seven years for the renewal of the grant or the purchase of a<br />

horse the word "ordinary" used in Rule 4.5(5) should be taken to cover periods of leave during<br />

which a horse has not been maintained.<br />

Note 3 :- An Indian <strong>Police</strong> Officer officiating in an administrative post is entitled to count any such<br />

period towards the renewal grant for horse and saddlery, provided that the eventually reverts<br />

and is not confirmed in the administrative post, and provided also that he maintains a horse<br />

during the officiating period.<br />

(4) Grants for the purchase of uniform and horse and saddlery will be sanctioned to<br />

Deputy Superintendents :-<br />

(a) in the case of direct recruitment, on appointment, and<br />

(b) in the case of promotion, on confirmation.<br />

(5) An officer of the Provincial <strong>Police</strong> Service on promotion to the Indian (Imperial)<br />

<strong>Police</strong> Service will be entitled to the difference between Rs. 400 and the amount already<br />

drawn for the purchase of uniform.<br />

(6) In every case in which a grant is given the officer receiving the grant shall furnish<br />

the Accountant-General, <strong>Punjab</strong>, with a certificate to the effect that the full amount received<br />

has been spent. In cases where the grants are not fully utilized, the saving effected<br />

should be at once refunded.<br />

(7) Directly appointed Deputy Superintendents of <strong>Police</strong> who resign, or are dismissed,<br />

or are removed from the service within three years from the day of reporting for duty, shall<br />

refund the whole, or such portion as may be ordered by the local Government of any grant<br />

made towards the cost of a horse and saddlery.<br />

Rule 4.6<br />

4.6. Free issue of articles of uniform and equipment to Upper Subordinates :-<br />

(1) Upper subordinate on first appointment, or first promotion to that staus, shall be<br />

provided at the expense of the clothing and equipment funds with a free issue of uniform<br />

and equipment at the following scale :-<br />

(a) Initial issue of two khaki coats, two bushshirts, two shorts and one of every<br />

standard article of clothing and equipment as prescribed in Part IV of Appendix<br />

4.1. Other optional articles of uniform authorised by rule 4.3 may also be supplied,<br />

provided that the total annual expenditures on clothing and equipment for<br />

all upper subordinates in the districts shall not exceed an average of Rs. 25 for<br />

each officer, although expenditure on a particular officer in particular year may<br />

exceed Rs. 25.<br />

Note 1 :- A register in form 4.6(1)(a) shall be maintained by the Head Clerk to provide a proper<br />

check on expenditure on this account. Before the renewal or issue or articles of clothing and<br />

equipment is sanctioned, he shall certify that the total annual expenditure does not exceed an<br />

average of Rs. 25 per upper subordinate.<br />

Note 2 :- The following extra articles of clothing and equipment have been prescribed for issue to<br />

N.G.Os. posted in Lahaul and Spiti District :- 1<br />
