taken in the character roll and service book (if not already taken), on Civil Service Regulations<br />

Form 25 and in duplicate in Form 9.22(1). In the case of literate officers a<br />

specimen signature in duplicate attested by a gazetted officer shall be attached to the pension<br />

application.<br />

Note :- To compel an officer after discharge to present himself for such or similar purposes is not<br />

lawful.<br />

(2) Applications for wound and other extraordinary pensions should be prepared in<br />

Civil Service Regulation Forms 25 and 26 in the case of officers injured, and in Civil<br />

Service Regulations Form 22 in the case of deceased officers.<br />

(3) Applications for all others pensions or for gratuity on behalf of enrolled police officers<br />

should be on Form 9.22(3); if necessary a last pay certificate should also be<br />

prepared (Vide Article 910).<br />

Rule 9.23<br />

9.23. Matters to be noted in pension applications. - (1) In the preparation of applications<br />

for pension and gratuities, attention shall be paid to the following matters :-<br />

(1) Page 1 of Civil Service Regulations Form 25:<br />

(a) acting allowance should be excluded from the calculations of the average<br />

emoluments, unless the conditions laid down in Article 486(h), Civil Service<br />

Regulations, have been fulfilled.<br />

(b) In the latter case, it should be stated on page 2 of the application (i) whether the<br />

appointment was fully vacant; (ii) whether any one else counted service in it for<br />

that period; and (iii) how the original vacancy occurred, if the applicant acted in<br />

a chain of arrangements,<br />

(c) Fractions of an anna shall not be taken into account in calculating any pension<br />

admissible under the rules.<br />

(d) The date entered against serial number 18 and that given at the foot of this page<br />

should tally.<br />

(e) Proper names should be written in block capitals.<br />

(2) Page 2 (History of service):<br />

(a) The examples of Civil Service Regulations Form 24 should be followed; the<br />

name of district being given in column 2.<br />

(b) A full and clear statement of the entire service of the police officer, on whose behalf<br />

the application is made, shall be entered, and the cause of all breaks in service<br />

fully explained - (Articles 411, 419, 420 and 421, Civil Service<br />

Regulations).<br />

(c) Broken periods of a month should be calculated on the number of days in the<br />

month; to make the total of such periods agree with the total period of service,<br />

the total number of days may either be divided by a month of 30 or 31 days, or<br />

the provisions of Article 18, Civil Service Regulations, should be applied.<br />

(d) The period of each rate of pay should be show separately.<br />

(3) Page 3 - (a) The certificate regarding character, conduct, etc., should be in accordance<br />

with Article 911, Civil Service Regulations. Character shall be assessed for<br />

classification in accordance with rule 14.12(2). No extracts from character rolls may be<br />

inserted in any application for pension or gratuity.<br />

(b) If service has not been thoroughly satisfactory, the authority sanctioning the pension<br />

should make such reduction in the amount as it thinks proper - [Article 470(b), Civil<br />

Service Regulations].<br />

(c) An explanation of any suspension which has not been treated as a period spent on<br />

duty (Rule 54, <strong>Punjab</strong> Financial Handbook No. 2, <strong>Volume</strong> I) should be furnished.
