Note :- Every application for pension shall includes a certificate to the following effect -<br />

"I hereby declare that I have neither applied for nor received any pension or gratuity in respect of<br />

any portion of the service included in this application and in respect of which pension or gratuity<br />

is claimed herein, nor shall I submit an application hereafter without quoting a reference<br />

to this application and the orders which may be passed thereon.<br />

If the applicant has already received a gratuity, or is in receipt of a pension, the certificate<br />

shall be modified to show the nature and amount of such gratuity or pension,<br />

the period of service in respect of which it is paid and by whom it is paid.<br />

Rule 9.24<br />

9.24. Avoidance of delay in submission of pension papers. - Delay in the submission<br />

of applications for pension causes great hardship to the officers concerned. Submission<br />

of pension papers should not be delayed pending recovery of monies due. Officers should<br />

state prominently that a recovery is due, and leave Government to direct the recovery<br />

from the pension.<br />

Rule 9.25<br />

9.25. Submission of pension application. - The application should be forwarded with<br />

a covering letter to :-<br />

(a) The Deputy Inspector-General, in case of wound and other extraordinary pensions,<br />

who will forward it through the Inspector-General for the orders of Government.<br />

(b) The Inspector-General, in cases of police officers drawing pay of Rs. 45 and under.<br />

(c) The Accountant-General in all other cases.<br />

Rule 9.26<br />

9.26. Anticipatory pensions. - When the Accountant-General sends a memorandum<br />

of services verified by him of police officers on pay exceeding Rs. 40 per mensem, he<br />

sends with it a form and certain directions required under Article 925, Civil Service Regulations.<br />

If the applicant is willing to receive pension in anticipation of sanction, the form<br />

should be filled in, signed and submitted in accordance with the directions.<br />

Rule 9.27<br />

9.27. Sanction of pension. - (1) A claim to a pension by a police officer on pay not exceeding<br />

Rs. 40 per mensem, only for the period of continuous and verified service in the<br />

force in which at the time of his application he is serving, may, if admissible under the<br />

strict letter of the rules, be allowed by the Inspector-General and reported to the Accountant-General<br />

with the necessary particulars for identification.<br />

(2) In the case of all other enrolled police officers, i.e., officers on pay exceeding Rs.<br />

40, and those on pay not exceeding Rs. 40 whose services have not been continuous in the<br />

force in which at the time of application they are serving, the pension papers shall be first<br />

submitted to the Accountant-General for a report on the claim to pension, and on receipt<br />

of his report final orders will be passed :-<br />

(a) by the Inspector-General in cases of inspectors and officers on pay not exceeding<br />

Rs. 40 per mensem.<br />

(b) by Deputy Inspectors General, in cases of upper subordinates other than inspectors.<br />

(3) When a pension has been sanctioned, the application together with all connected papers,<br />

will be returned to the Accountant-General for issue of a payment order, and the<br />

sanctioning order will be forwarded to the Superintendent for delivery to the pensioner<br />

(vide Article 326, Civil Account Code, <strong>Volume</strong> II and Articles 939 to 943, Civil Service<br />

Regulations). In the case of officers on pay not exceeding Rs. 40 per mensem, only the<br />

application with (a) the original request of the applicant for pension; (b) the last pay certificate;<br />

(c) the invaliding roll, if any; and (d) thumb and finger impression slips in
