The loss or total disablement must further have resulted from risk of an exceptional nature<br />

such as might be incurred during the pursuit of raiders or long journeys on escort<br />

duty.<br />

This rule is inapplicable to loss or disablement caused by accident incurred in the course<br />

of ordinary training or duty. The journey must have been carried out under the orders of<br />

the Superintendent of <strong>Police</strong> or other superior authority. Compensation is also admissible<br />

when death or destruction is the result of inoculation or other prophylactic treatment carried<br />

out by a properly qualified person.<br />

The fact shall be testified to by the Superintendent of <strong>Police</strong> and, if possible, by a veterinary<br />

officer. Compensation will be awarded on the order of the Inspector-General of<br />

<strong>Police</strong>. Compensation will be credited to the Chanda Fund from funds at the disposal of<br />

the Inspector-General of <strong>Police</strong>.<br />

Compensation is not admissible when death is the result of disease.<br />

(2) The maximum compensation admissible is as follows :-<br />

(a) For horses :-<br />

Under 10 years of age or six years’ service, the original price.<br />

Under 11 years of age or seven years’ service, less 5 per cent.<br />

Under 12 years of age or eight years’ service less 13 per cent.<br />

Under 13 years of age or nine years’ service, less 23 per cent.<br />

Under 14 years of age or ten years’ service, less 35 per cent.<br />

Under 15 years of age or eleven years’ service, less 50 per cent.<br />

Under 16 years of age or twelve years’ service, less than 70 per cent.<br />

Note :- If a horse is brought on the strength before four years old, compensation is calculated by<br />

length of service, if over four years by the age limit.<br />

(b) For camels -<br />

Under 9 years of age or three years’ service, the original price.<br />

Under 10 years of age or four years’ service, less 5 per cent<br />

Under 11 years of age or five years’ service, less 25 per cent.<br />

Under 12 years of age or six years’ service, less 50 per cent.<br />

Under 13 years of age or seven years’ service, less 70 per cent.<br />

(3) The scale of compensation is applicable to owners of camels when the animals are<br />

affected, with surrah and are destroyed by the order of the Superintendent of <strong>Police</strong> on the<br />

written opinion of a veterinary officer that the disease constitutes a public danger.<br />

Rule 7.15<br />

7.15. Transfer of subscribers. - On the transfer of a subscriber, other than an upper<br />

subordinate, to another district he shall surrender the horse or camel allotted to him in the<br />

district which he is leaving, and shall be allotted another one in his new district; provided<br />

that the provisions of rule 7.12(b) shall apply, if the animal which he surrenders is unserviceable<br />

through his misconduct or neglect. A statement showing the amount, if any, of the<br />

subscriber’s deposit which has been declared forfeit under the rule referred to above, and<br />

of any arrears of chanda subscription due from him shall accompany him on transfer. Upper<br />

subordinates who are subscribers to the Chanda Fund shall ordinarily be permitted to<br />

take their horses with them at Government expense on transfer to another district.<br />

Rule 7.16<br />

7.16. Chanda committee. - A Chanda Committee shall be constituted as occasion demands;<br />

it shall consist of the Superintendent himself, or, in his unavoidable absence,<br />

another gazetted officer specially designated by him, an inspector or sub-inspector, and<br />

a mounted police officer who shall if possible be of or above the rank of head constable.
