Rule 10.3<br />

10.3. Definitions. - The technical terms in this chapter are used in the sense in which<br />

they are defined in the Accounts Manuals referred to in rule 10.1(a). Those definitions<br />

should be understood by all gazetted officers, clerks and accountants. Only a few such<br />

definitions a knowledge of which is required by officers to whom the manuals are not accessible,<br />

are reproduced here :<br />

(a) General definitions<br />

Average pay means the average monthly pay earned during the 12 complete months immediately<br />

preceding the month in which the event occurs, which necessitates the<br />

calculation of average :<br />

Provided that in the case of a Government servant deputed out of India who draws<br />

pay as laid down in rule 51(a) of <strong>Punjab</strong> Financial Handbook No. 2. <strong>Volume</strong> I,<br />

his average pay shall be assumed to be the full pay which he would have drawn<br />

if on duty in India. [Rule 9(2), <strong>Punjab</strong> Financial Handbook No. 2, <strong>Volume</strong> I].<br />

Compensatory allowance means an allowance granted to meet personal expenditure necessitated<br />

by the special circumstances in which duty is performed. It includes a<br />

travelling allowance. A compensatory allowance is not taken into account in calculating<br />

pension, or leave salary for periods exceeding four months. [Rule 9(5), <strong>Punjab</strong> Financial<br />

Handbook No. 2, <strong>Volume</strong> I, Article 488, Civil Service Regulations and Rule 14.2., Subsidiary<br />

<strong>Rules</strong>].<br />

Special pay means an addition, of the nature of pay, to the emoluments of a post or of<br />

a Government servant, granted in consideration of -<br />

(a) the specially arduous nature of the duties; or<br />

(b) a specific addition to the work or responsibility; or<br />

(c) the unhealthiness of the locality in which the work is performed. [Rule 9(25),<br />

Fundamental <strong>Rules</strong>].<br />

Special pay is taken into account in calculating pension and leave salary [Article 486 (j),<br />

Civil Service Regulations and Rule 9.21(a)(ii) read with rule 87, Fundamental <strong>Rules</strong>].<br />

Subsistence grant means a monthly grant made to a Government servant, who is not in<br />

receipt of pay or leave salary. [Rule 9(27) of the Fundamental <strong>Rules</strong>].<br />

(b) Definitions specially applicable to travelling allowance.<br />

Actual travelling expenses means the actual cost of transporting a Government servant<br />

with his servants and personal luggage, including charges for ferry and other tolls, and for<br />

carriage of camp equipment, if necessary. It does not include charges for hotels, travellers’<br />

bungalows, of refreshments, or for the carriage of stores or conveyance, or for<br />

presents to coachmen and the like; or any allowance for such incidental losses or expenses<br />

as the breakage of crockery, wear and tear of furniture and the employment of additional<br />

servants. (Rule 1.1, T.A. <strong>Rules</strong>.)<br />

Camp equipment means tents and the requisites for pitching and furnishing them, or,<br />

where tents are not carried, such articles of camp furniture as it may be necessary in the<br />

interests of the public service for a Government servant to take with him on tour. (Rule<br />

1.5, T.A. <strong>Rules</strong>.)<br />

Chief public office means -<br />

At the headquarters of a district - The court of the Deputy Commissioner.<br />

At a cantonment. - The station Church.<br />

At an outpost or tahsil. - The court of the officer incharge of the outpost or tahsil.<br />

At all other places. - The police station, or, if there be no police station, the post office<br />

or, if there be no post office, the point designated by competent authority.<br />

Day means a calendar day, beginning and ending at midnight; but the period occupied
