Rule 10.136<br />
10.136. Travelling allowance for joining first appointment. - (1) Persons appointed<br />
direct from outside Government service to a post, whether permanent or temporary in the<br />
<strong>Police</strong> Department above the rank of head constable (or in the case of clerical cadre, above<br />
the grade of junior clerk) shall at the discretion of the Inspector-General of <strong>Police</strong>, be permitted<br />
to draw travelling allowance for a journey performed in order to join such<br />
appointment at the rates authorised for that appointment for a journey on tour provided<br />
that the journey actually necessary in the circumstances of each case is over 100 miles,<br />
and that in no case shall allowance be drawn for any halt in the course of such journey<br />
(Rule 2.80 of Travelling Allowance <strong>Rules</strong>).<br />
(2) The concession contained in this rule does not include a journey by a candidate to<br />
attend a medical or selection board or to obtain a health certificate.<br />
(3) The case of the journey of a probationary Assistant Superintendent of <strong>Police</strong> appointed<br />
in England from the port at which he lands in India to the station to which he is<br />
ordered to proceed is governed by rule 2.78 of the Travelling Allowance <strong>Rules</strong>.<br />
(4) A person, to whom travelling allowance has been granted on first appointment under<br />
this rule, may on the cessation of his temporary employment, be granted Travelling<br />
Allowance to return to the place at which he was engaged, under the conditions prescribed<br />
in rule 2.116 of the Travelling Allowance <strong>Rules</strong>.<br />
Rule 10.137<br />
10.137. Rates of travelling allowance under this rule. - Travelling allowance under<br />
rule 10.136 should be calculated as for a journey on tour, but no allowance may be drawn<br />
for halts on the journeys. (<strong>Rules</strong> 2.79 and 2.117, T.A. <strong>Rules</strong>).<br />
Rule 10.138<br />
10.138. Travelling allowance on transfer. - Travelling allowance may be drawn on<br />
transfer from one station to another for the public convenience, if the police officer concerned<br />
is entitled to pay during the period occupied by the journey, but not otherwise,<br />
unless the authority sanctioning the transfer for special reasons which should be recorded<br />
authorises such allowance. (<strong>Rules</strong> 2.82 and 2.90, T.A. <strong>Rules</strong>).<br />
Travelling allowance is not admissible to an officer, who is transferred at his own request<br />
or in consequence of misconduct unless the authority sanctioning the transfer, for<br />
special reasons, which should be recorded otherwise directs. Travelling allowance for<br />
such journeys shall be calculated according to rule 2.84 and 2.89 (as regards police constables)<br />
of the Travelling Allowance <strong>Rules</strong>.<br />
Rule 10.139<br />
10.139. Jurisdiction of claim. - Countersigning and controlling officers are required<br />
to satisfy themselves that claims, especially those in regard to transport of conveyances<br />
and personal effects, are reasonable. Claims must be supported by certificates showing<br />
(a) in the case of families, the numbers and relationship of those for which claim is made,<br />
(b) in the case of conveyances and personal effects, details and, if possible, the original<br />
receipts for the payments made, together with a certificate that the actual expense incurred<br />
was not less than the sum claimed. (<strong>Rules</strong> 2.174(c), 2.84(C), 2.84(B), T.A. <strong>Rules</strong>).<br />
Rule 10.140<br />
10.140. Special cases. - In the following special cases allowances may be drawn according<br />
to the rules of the Travelling Allowance <strong>Rules</strong> quoted against each :-<br />
(i) When in consequence of transfer or deputation an officer’s family has to be sent<br />
to station other than his new headquarters. (T.A. Rule 2.86).<br />
(ii) When an officer is allowed to hand or take over charge at a place other than his<br />
headquarters. (T.A. Rule 2.85).<br />
(iii) When an officer is appointed to a new post while in transit, takes leave before
