<strong>Police</strong> Offices<br />

PART I<br />

OFFICE ROUTINE<br />

Rule 11.1<br />

11.1. Office staff of Superintendent. - The English and Vernacular office staff of each<br />

Superintendent consists of the following enrolled officers :-<br />

English Head Clerk Inspector or This officer is in-charge of the English office and is responsible for<br />

reports and return, and maintenance of character rolls and service<br />

books and, when no senior officer is available may sign necessary<br />

letters, etc., for the Superintendent of <strong>Police</strong>. He shall also<br />

supervise the work of the accounts Branch and is responsible for<br />

the correctness of the accounts. He will be assisted by as many<br />

assistant clerks as may from time to time be sanctioned.<br />

Accounts Accountant Sub-Inspector His duties and responsibilities are detailed in branch Chapter X,<br />

branch<br />

<strong>Police</strong> <strong>Rules</strong>. He well be assisted by as many head constables and<br />

constables as may from time to time be sanctioned.<br />

Bill Clerk Head He shall prepare travelling allowance bills and be a general<br />

Constable assistant to the Account<br />

Vernacular Reader to Assistant Sub- This officer shall exercise supervision over his Assistant readers<br />

Office Supdt. of Inspector (head- constables) of whom there will be as many as there are<br />

<strong>Police</strong><br />

gazetted officers. He shall also maintain the standing order book<br />

and the district order book.<br />

Record Head This officer shall be in charge of the vernacular records and will<br />

Keeper Constable be assisted by one of more constables according to the<br />

requirements of the district.<br />

Return-writer Head Shall maintain the general crime register, and despatch register of<br />

Constable conviction slips and shall be responsible for all prescribed returns<br />

from the vernacular office.<br />

Diarist Head With as many assistants as may be sanctioned - shall deal with the<br />

Copyist and Constable or receipt, registration, distribution, copying and despatch of<br />

Despatcher Constable vernacular correspondence according to rules.<br />

Provided that every police officer shall at all times render such general assistance as<br />

may be required of him in the exigencies of the service.<br />

The assistant sub-inspector selected to discharge the duties of head reader shall be selected<br />

from officers of that rank employed on executive duties and shall not remain in the<br />

post for a longer period than two years at a time without the special sanction of the Deputy<br />

Inspector-General. An officer who has been head reader shall again become eligible<br />

for such post, without any special sanction, after three years’ ordinary police duty.<br />

Note :- Readers to the Senior Superintendent of <strong>Police</strong>, Lahore, and the Superintendents of <strong>Police</strong>,<br />

Amritsar, Ferozepur, Multan and Rawalpindi will be of the rank of Sub-Inspectors.<br />

Rule 11.2<br />

11.2. Method of correspondence. - (1) All gazetted police officers and those subordinates<br />

who are employed in the offices of Superintendents of <strong>Police</strong> are required to<br />

familiarise themselves with the general instructions governing correspondence, which are<br />

contained in <strong>Punjab</strong> Government Consolidated Circular No. 5.<br />

(2) Ordinary correspondence within the department should be in memorandum form,<br />

and the same form should be used for unimportant correspondence with officers of other
