CHAPTER 4<br />

Clothing<br />

Rule 4.1<br />

4.1. Specification of uniform. - The specifications of uniforms prescribed for all ranks<br />

of police officers together with memoranda regarding the wearing of Orders, decorations<br />

and medals are given in Appendix 4.1.<br />

Rule 4.2<br />

4.2. Muster patterns - (1) Muster patterns of all materials and articles of clothing prescribed<br />

for enrolled police officers will be supplied by the Inspector-General, at the time<br />

of approval of such patterns, to the Assistant Inspector-General, Government Railway<br />

<strong>Police</strong>, each Superintendent and the Principal, <strong>Police</strong> Training School. A lable bearing<br />

the name of the article and a reference to the order sanctioning its issue shall be firmly attached<br />

by the seal of the Central <strong>Police</strong> Office to each pattern so issued. Similar sealed<br />

muster patterns will be supplied by the Inspector-General to firms for each article which<br />

they are authorised to supply.<br />

Deputy Inspectors-General shall inspect sealed patterns and satisfy themselves that they<br />

are of the latest issue and that obsolete patterns have been destroyed or sold.<br />

(2) No changes shall be made in the pattern or material of any article of uniform prescribed<br />

for police officers except under the orders of Inspector- General.<br />

Rule 4.3<br />

4.3. Modifications permitted in regulation uniform. - Detailed instructions regarding<br />

the wearing of uniform by gazetted officers and the modifications in the standard kit,<br />

which are authorised by the local Government, are contained in Appendix 4.3. <strong>Police</strong> officers<br />

are not permitted to wear as uniform any article of clothing, which is not authorised<br />

in this chapter and its appendices, but, subject to this proviso, the dress worn on different<br />

occasions may be varied by the order of the Superintendent of <strong>Police</strong>, within the limits<br />

prescribed in rule 4.4.<br />

Rule 4.4<br />

4.4. Uniform to be worn on all duties. - (1) <strong>Police</strong> officers of all ranks shall wear uniform<br />

on all parades and on all duties of a ceremonial nature or which involve the exercise<br />

of their powers as police officers; provided that this rule shall not apply to police officers<br />

specifically deputed on plain clothes duty. The wearing at any time of a mixture of uniform<br />

and plain clothes, or of unauthorized variations of uniforms, is absolutely<br />

prohibited.<br />

(2) The nature of uniform to be worn on duty shall be regulated by the order of the Superintendent<br />

of <strong>Police</strong> according to climatic conditions and the nature of the duty, subject<br />

to the rules in this chapter, and its appendices and provided that all men parading or proceeding<br />

on duty together shall be clothed alike. Deputy Inspectors-General shall require<br />

that the spirit of these orders be observed, but should not otherwise limit the discretion of<br />

Superintendents.<br />

(3) These orders apply strictly to police officers exercising their legal powers in rural<br />

areas. The protection of section 353, Indian Penal Code, shall not ordinarily be afforded<br />

to any police officer who may be assaulted, unless the Superintendent of <strong>Police</strong> is satisfied<br />

that such officer was at the time properly dressed in an authorised uniform and equipment.<br />

For all duties performed in the public view police officers of all ranks shall be so turned<br />

out that there can be no possibility of mistake as to their being police officers. For such<br />

duties, though the comfort of officers and men in climatic and other circumstances must<br />

be considered, smartness shall not be scarified.<br />

(4) Officers and men appearing in courts of law as prosecutors, witnesses, orderlies or
