Reverse<br />

Reverse of foil headed "For Superintendent of <strong>Police</strong>".<br />

The following rules apply to the <strong>Punjab</strong> in amplification of those framed by Government<br />

of India on reverse of the foil of this form headed "For Railway" :-<br />

(1) Bound books of warrants containing 100 forms in each shall be kept locked up.<br />

Before delivery to issuing officers the forms shall be counted in the office of the<br />

Superintendent of <strong>Police</strong>.<br />

(2) Warrants shall only be used by <strong>Police</strong> Officers when travelling on duty and for<br />

prisoners in their charge.<br />

(3) Warrants shall ordinarily be issued for journeys by the shortest and cheapest<br />

route.<br />

(4) Warrants shall be written in English in triplicate. The first copy shall be retained<br />

in the book by the issuing officer. The second shall be delivered to the senior<br />

officer of the party travelling, who shall present it at the Railway Ticket Office<br />

and obtain in exchange the requisite tickets. The third copy shall be forwarded<br />

to the office of the Superintendent of <strong>Police</strong> to be filed by the Accountant. Annual<br />

Serial Nos. will be given to each warrant by the issuing officer. Each warrant<br />

will bear in addition to the signature of the issuing officer the stamp of the<br />

<strong>Police</strong> Office.<br />

(5) If the party or any of the party are required to return to the place whence despatched,<br />

the officer issuing the warrant for the outward journey shall also issue<br />

a second warrant for the return journey, on the authority of which tickets shall<br />

be obtained at the stations whence the return is made.<br />

(6) <strong>Police</strong> Officers (except member of the Railway <strong>Police</strong>) whose duties require<br />

them to travel constantly by railway and whose travelling allowance is covered<br />

by Rule 2.74 of the Travelling Allowance <strong>Rules</strong>) may draw 2/3rd of the fare of<br />

the class in which they are entitled to travel under rule 2.18; and a half daily allowance<br />

for the days of departure and arrival under Rule 2.65 of the Travelling<br />

Allowance <strong>Rules</strong>.<br />

(7) The Accountant-General will forward the warrants received from the railway to<br />

Superintendent of <strong>Police</strong> once a month for check and countersignature, in accordance<br />

with Rule 7 on the reverse of teh foil of this form headed "For railway".<br />

They shall be returned to the Accountant-General without fail within a<br />

week from the date of receipt.<br />

Reverse of foil headed "for Railway"<br />

1. All warrants must bear the name of the District and Province, and the designation of<br />

the issuing officer. Warrants will be issued by the Reserve Inspectors or Lines Officer.<br />

2. <strong>Police</strong> Officers may use these warrants when travelling by rail on duty.<br />

3. As members of the Railway <strong>Police</strong> are given free passes, they are not allowed to<br />

travel on these warrants, except those members to whom free warrants are issued under<br />

rule 2.104-B of the T.A. <strong>Rules</strong>. Railway <strong>Police</strong> may also use these warrants for the conveyance<br />

of all prisoner whether connected with Railway cases or not.<br />

4. All entries must be in ink. All alterations must be attested, and no erasures may be<br />

allowed. If any warrant is rendered illegible owing to correction, or otherwise, it must be<br />

cancelled and a fresh one issued.<br />

5. Great care must be taken to see that the numbers in column 4 are correct. In the<br />

event of the actual number travelling being less than the number entered in column<br />

3, the person in charge shall alter the entries in the latter to agree with those<br />

in column 4 and shall initial the alteration, or if unable to write, he shall take it
