cept to meet expenditure actually incurred on the feeding, shoeing and maintenance of the<br />

animal and the Chanda subscription for the period of the man’s absence. The Chanda subscription<br />

shall be credited to the <strong>Police</strong> Remount Fund. Such horses and camels shall be<br />

looked after and may be used for instruction or duty by recruits or other men of the<br />

mounted police, as ordered by the gazetted officer in supervisory charge. In such cases<br />

responsibility under rule 7.12(b) for loss or injury by misconduct or neglect shall rest with<br />

the man so ordered to look after and use the animal, provided that no policemen shall be<br />

so held responsible for more than one animal at a time.<br />

Note :- The Superintendent of <strong>Police</strong> concerned should attach to the establishment bill in which<br />

conveyance is drawn a certificate in the following form :-<br />

Certified that the amount drawn on account of conveyance allowance of mounted policemen<br />

sick or on leave not exceed the actual expenses incurred by the Lines<br />

Officer/Officer in charge of the mounted police on the feeding, shoeing and other maintenance<br />

charges of the animal and the Chanda subscriptions for the period of the man’s<br />

absence and that the amount has been paid to the Lines Officer/officer in charge of the<br />

mounted police and not to the absentee.<br />

(2) Mounted police officers placed under suspension, or who temporarily cease to be<br />

members of the chanda fund owing to their transfer to a post where they are not required<br />

to maintain a charger and their substitutes in the post from which they are transferred are<br />

not members of the fund, will cease to draw horse, pony or camel allowance, as the case<br />

may be, and hand over their mounts to the Lines Officer or the officer in charge of the<br />

mounted police, who shall be responsible for the feeding and keeping of such animals under<br />

the supervision of a gazetted officer. The actual expenditure incurred on this account<br />

shall be debited to contingencies under the head "Feeding and keeping of animals of<br />

mounted police officers under suspension or otherwise temporarily ceasing to be members<br />

of the Chanda Fund." Where there is a system of feeding animals by the purchase<br />

of supplies in bulk, the accounts shall be kept as for other animals in a register in form<br />

7.24(3) by the officer in charge of the mounted police who shall communicate the amount<br />

of expenditure so incurred to the accountant who shall draw it on a contingent bill form<br />

and pay it to the officer in charge of the mounted police. Elsewhere the account shall be<br />

kept by the Lines Officer who shall incur expenditure from the permanent advance recouping<br />

it in the manner detailed above. A suspended mounted police officer on<br />

reinstatement - even if such officer is found not guilty of charges preferred against him<br />

- will not be given conveyance allowance for the period of suspension. A mounted police<br />

officer temporarily ceasing to be a member of the Chanda Fund will not be given the conveyance<br />

allowance admissible when a mount is maintained but may draw any other<br />

conveyance allowance to which he may otherwise be entitled under any rules for time being<br />

in force as a non- mounted police officer.<br />

Note :- The term ‘mounted police officers’ includes members of the mounted police as well as subordinates<br />

who keep mounts.<br />

(3) Mounted <strong>Police</strong> Officers proceeding on leave on average pay not exceeding four<br />

months or earned leave not exceeding 90 days under sections II and III of Chapter VIII<br />

of Civil Services <strong>Rules</strong>, <strong>Volume</strong> I, Part I, as the case may be, or undergoing promotion<br />

courses at the <strong>Police</strong> Training School, Phillaur, or on deputation to the Recruits Training<br />

Centres or on deputation to the <strong>Police</strong> Training School, Phillaur and Sub- Inspectors when<br />

posted to the mobile patrols, who are in possession of horses or camels shall hand over<br />

their mounts to the Lines Officer or the officer in charge of the Mounted <strong>Police</strong> who shall<br />

be responsible for the feeding and keeping of such animals under the supervision of a Gazetted<br />

Officer. No conveyance allowance shall be drawn for them except to meet<br />

expenditure actually incurred on the feeding, shoeing and maintenance of animals for the<br />

period of their absence on leave or training at the <strong>Police</strong> Training School, Phillaur, or on<br />

deputation to the Recruits Training Centres or on deputation to the <strong>Police</strong> Training<br />

School, Phillaur, or in the case of Sub-Inspectors when posted to the Mobile Patrol. The<br />

accounts shall be kept in Form 7.24(3). Such horses and camels shall be looked after and<br />

may be used for instruction or duty by Mounted Upper Subordinates under orders of the
