of a serviceable article from the spare clothing in stock, or by the purchase of a new article,<br />
and the value thereof shall be recovered from the officer concerned by monthly deductions<br />
from his pay. The instalments shall be fixed by the Superintendent of <strong>Police</strong> at such<br />
figure as he considers reasonable in view of the pay of officer concerned.<br />
(3) When a lower subordinate dies any article of clothing found to be missing shall be<br />
similarly replaced and its value recovered from the estate of the deceased officer.<br />
(4) An article of clothing issued under sub-rules (2) and (3) above shall be stamped with<br />
the year in which the last regular issue of such article was made and shall be treated as<br />
though it was part of the regular issue.<br />
Rule 4.25<br />
4.25. Surrender or kit. - (1) (a) When a lower subordinate ceases to be a member of<br />
the force from any cause or is promoted to upper subordinate rank he shall surrender a full<br />
kit.<br />
(b) Except when transferred from Kangra district to some other district and vice versa,<br />
a lower subordinate shall also surrender a full kit less boots and chaplis on transfer from<br />
one district to another district. In case of transfer from Kangra district to another district<br />
and vise versa he shall take his kit with him to the new district and the District Superintendents<br />
of <strong>Police</strong> concerned shall exchange the relevant records. Otherwise, he shall<br />
retain and take boots and chaplis with him to the new district. The new district shall furnish<br />
his old district with a pair of boots and a pair of chaplis in exchange.<br />
(c) The value of any articles found to be missing or unserviceable shall be recovered in<br />
accordance with the provisions of rule 4.24.<br />
(2) All kits surrendered under this rule shall be returned to store and after necessary repair<br />
and cleaning, shall be made up into separate bundles and ticketed with a label<br />
showing the height and chest measurement to fit which the kit is made.<br />
Rule 4.26<br />
4.26. Kits of absentees. - (1) The kit of lower subordinates proceeding on leave, absent<br />
without leave, or admitted into hospital, shall be deposited in the clothing store or the<br />
store room of the police station to which they are posted. Kits of men posted on duty of<br />
other than a purely temporary nature, on which uniform is not required, shall be similarly<br />
deposited.<br />
(2) Separate spaces shall be allotted in the headquarters store for each class of kit in deposit,<br />
viz., vacancies, leave sick, absentees, plain clothes duty, etc.<br />
(3) All kits in deposit shall be clearly labelled with the name, rank and number of the<br />
man to whom they belong, and the date of deposit; in the case of kits of vacancies the<br />
height to fit which the kit is made, shall be entered instead of the name.<br />
Rule 4.27<br />
4.27. Approved firms and contractors. - (1) The Inspector-General will from time to<br />
time publish in the <strong>Police</strong> Gazette the names of contractors from whom clothing and material<br />
are to be purchased, the rates to be paid and terms of the contract.<br />
(2) A printed statement, showing all approved items of clothing and equipment, other<br />
than equipment supplied by the Ordnance Department, their source of supply, price and<br />
other particulars, is obtainable from the office of the Inspector-General of <strong>Police</strong>. One<br />
copy of this list shall be maintained by each range Deputy Inspector-General and two copies<br />
by each Superintendent of <strong>Police</strong>, for use in office and in the lines. Corrections in the<br />
list shall be made by hand, as alterations in orders regarding clothing and equipment are<br />
notified by the Inspector-General.<br />
(3) The statement referred to above will show the maximum rates authorized by the Inspector-General<br />
for making up articles of clothing from materials issued to the tailor from
