entertainment of extra men with the sanction of the Provincial Government. The charges<br />

for additional police so supplied, when permission is given to entertain extra men, shall<br />

be in accordance with the rules in Chapter X except that no charge shall be made for pensions.<br />

Rule 2.16A<br />

2.16A. Payment of the extra cost of <strong>Police</strong> employed at fairs managed by local bodies.<br />

- Ordinarily the cost of police deputed for duty at fairs managed by local bodies is met<br />

from provincial revenues, but in the case of important fairs which bring in a profit of Rs.<br />

5000 or more, the travelling allowance of the police employed and the cost of temporary<br />

accommodation and transport, etc., but not the pay, shall be recovered from the local body<br />

concerned.<br />

In the case of such fairs managed by District Boards the Superintendent of <strong>Police</strong> shall<br />

recover the amount in direct communication with the District Board concerned. District<br />

Boards can meet such charges under clause (a) of sub-section 2 of section 37 of the <strong>Punjab</strong><br />

District Boards’ Act, 1883.<br />

In the case of fairs managed by Municipal Committees, the Superintendent of <strong>Police</strong><br />

shall submit a detail of such charges to the Inspector-General of <strong>Police</strong> who will arrange<br />

for their recovery through the Ministry of Local Self-Government under clause (d) of subsection<br />

(1) of section 52 of the <strong>Punjab</strong> Municipal Act, 1911. All sums recovered on this<br />

account will be credited to Government under the head "XXIII-<strong>Police</strong>-Collection of payments<br />

for services rendered."<br />

Rule 2.17<br />

2.17. Additional police under section 15. - (1) Section 15 of the <strong>Police</strong> Act, 1861,<br />

regulates the quartering of police in disturbed or dangerous tracts. The orders contained<br />

in sub-rules 2.9(2) and (3) apply to them.<br />

(2) Applications for the location of such police shall be made in Form 2.17(2). The Superintendent<br />

making the application shall see that the information required by the form is<br />

filled in and shall submit it to the Inspector-General through (1) District Magistrate, (2)<br />

Deputy Inspector- General, and (3) Commissioner, for the orders of Government.<br />

Note:- Application for the exemption of individuals (as opposed to classes) from payment of additional<br />

police tax need not be submitted to Government through Commissioners of<br />

Divisions.<br />

Rule 2.18<br />

2.18. Particulars to be given in application. - (1) Application for the location of police<br />

in disturbed or dangerous tracts shall be accompanied by -<br />

(a) Accurate details, as required by the form, of the population, financial resources,<br />

criminality, etc. of the villagers concerned, and the detailed proposed on account<br />

of police. In the case of proposals including several villages, the statistics<br />

of each shall be given separately.<br />

(b) particulars of individuals or classes of inhabitants, if any, whom it is proposed<br />

to exempt, with reasons for such exemption.<br />

(c) the tehsildar’s report as to the ability of the community concerned to bear the<br />

charge.<br />

(d) A full explanation of the grounds for the proposal and the manner in which it is<br />

proposed to employ the police asked for. When the proposal affects several villages<br />

the explanation should make clear the grounds for including each.<br />

(2) The strength of the police proposed shall in all cases be sufficient to secure objects<br />

aimed at in the proposal, and provision shall be made for an officer in command of the detachment<br />

of sufficient status to exercise adequate control. If the financial capacity of the<br />

community is insufficient to pay for a force which can exercise effective control, other
