(4) Certified that the Head Constables and Foot Constables, Selection Grade, for<br />

whom pay in excess of the minimum has been claimed, have rendered the required<br />

period of approved service entitling them to the increased pay.<br />

(5) Certified that no leave has been granted until, by reference to the applicant’s<br />

leave account maintained under Fundamental Rule 76, I had satisfied myself<br />

that it was admissible and that all grants of leave and departures on, and returns<br />

from, leave and all periods of suspension and deputation, have been recorded in<br />

the Service Books under my initials.<br />

(6) Certified that no person for whom house-rent allowance has been drawn in this<br />

bill has been in occupation of Government rent-free quarters during the period<br />

for which the allowance has been drawn.<br />

(7) Certified that the Government servants for whom conveyance allowance had<br />

been drawn actually maintained camels/horses/cycles and were not employed<br />

as clerks.<br />

(8) Certified that special pay has been granted to those actually performing duties<br />

of the posts for which it has been sanctioned.<br />

(9) Certified that the Government servants for whom leave salary has been drawn<br />

equal to their substantive pay held substantively permanent post under Government<br />

on 24th August, 1927.<br />

N.B :- The words "received contents" should be scored through by the drawing officer in the case<br />

of bills presented at the pre-audit counter of Accountant-General’s Office.<br />

(10) Certified that the actual payee’s receipts for house-rent allowances are on record<br />

in all cases; that in no case is the amount paid to the house-owner less than<br />

the amount of house-rent allowance claimed; that Government rent-free quarters<br />

were not available and that persons in receipt of the allowances lived with<br />

their wives (and families, if any) in the rented quarters during the period for<br />

which claim has been preferred.<br />

(2) It should be noted that the figure given in columns 1 and 3 of the pay bill<br />

(10.96(1)(B) represent the sanctioned strength and pay of the force and that these alone<br />

can be checked in the office of the Accountant-General. It is necessary that the figures<br />

shown in columns 4 to 7 should be carefully checked and compared with the office memoranda<br />

referred to in sub-rule (1) above. The pay and acting allowances of a head constable<br />

officiating as an assistant sub-inspector shall be drawn in the upper subordinates salary<br />

bill, whilst in the lower subordinates bill his pay will be shown as a "Saving". On the<br />

other hand the pay of a constable officiating as a head constable shall be included among<br />

the pay of constables. In such cases his acting allowance as a head constable shall be<br />

shown in the lower subordinates bill, by separate entry, if it is the result of an average pay<br />

leave vacancy or of a chain of promotion or deputation vacancies; and if the vacancy is
