credit of its value in the treasury he must before signing the receipt, add the words "Received<br />

payment by transfer credit to........" Omission to do this facilitates<br />

misappropriation of money. [Article 26(b)(2), Civil Account Code, <strong>Volume</strong> I].<br />

(4) Money due from the <strong>Police</strong> Deposit Account to firms of contractors and to others<br />

residing at headquarters of districts should, whenever possible, be paid by means of<br />

crossed cheques to their order, their receipts being obtained as soon as possible.<br />

(5) Cheques for payments of any kind to the Northern Railway shall be made payable<br />

to the Examiner of Railway Accounts and not to Station Masters.<br />

(6) When the amount of a cheque is to be disbursed to several officers, and has consequently<br />

to be inserted in the cash distribution register (rule 10.42) the cheque should be<br />

made payable to "Self" and should be endorsed as follows in token of receipt by the drawing<br />

officer :-<br />

The accountant shall maintain a cheque memorandum book in form 10.39(6) to facilitate<br />

the preparation of cheques.<br />

(7) Officers drawing or cashing cheques should observe the precautions described in<br />

Article 23, Civil Account Code.<br />

Rule 10.40<br />

10.40. Disbursements. - (1) No money other than regular salaries and allowances<br />

shall be disbursed in any police office except on the authority of an order for payment duly<br />

entered in the order book (<strong>Police</strong> rule 14.54).<br />

Note :- For the purposes of this rule an Office order book shall be maintained in the Office of the<br />

Inspector-General and of Deputy Inspector-General.<br />

(2) The disbursing agency in districts shall be as follows for all payments on behalf of<br />

Government :-<br />

(a) The Lines Officer. - to police officers at headquarters (i.e. officers in the lines,<br />

office, guards hospital, orderlies, absentees residing at headquarters, but excluding<br />

headquarters police stations and outposts subordinate thereto), and to<br />

traders, contractors and other creditors, who can conveniently be called to the<br />

lines to receive payments.<br />

(b) Officers in charge of police stations. - to officers attached to their stations including<br />

all posts subordinate to such stations; to absentees and heirs of deceased<br />

police officers residing in their jurisdictions, and to traders, contractors and others<br />

residing in their jurisdictions.<br />

(c) Superintendents of other districts. - to payees in their districts subject to the conditions<br />

in rule 10.41.<br />

(d) The Accountant. - to officers on leave who elect to receive their salaries by<br />

money order, - vide rule 10.92.<br />

The instructions regarding the disbursement of pay are contained in <strong>Police</strong> rule<br />

14.53.<br />

(3) Notwithstanding the above orders, payment for articles purchased for Government<br />

use shall be made either through the officer making such purchase or through the officer<br />

nearest to whom the payee resides, whichever is most convenient.
