ENERGÍAS RENOVABLES (BONN JUNIO 2004)Se debe apoyar el fortalecimiento de los recursos humanos y las capacidadesinstitucionales para las energías renovables. Esto incluye: (a) construir capacidadpara el análisis de la política, la valoración tecnológica y los esfuerzos educativos;(b) aumentar el conocimiento para la toma de decisión tanto de la actividadpublica como privada sobre los beneficios de las energías renovables; (c)promover la demanda del consumidor para tecnologías de energías renovables;(d) promover el desarrollo de apoyo de mercado, de mantenimiento y otrascapacidades de servicio; y (e) fortalecer la colaboración regional e internacionalAdemás debe incluir investigación local y desarrollo de tecnología en países envías de desarrollo y economías en transición.Se comprometen a trabajar hacia estos objetivos individualmente y en conjunto,emprendiendo las acciones que correspondan para su inclusión en el “Programade Acción Internacional” y a través de otras medidas voluntarias.Los representantes están de acuerdo en trabajar dentro de una “red de políticaglobal” junto con representantes de los parlamentos, autoridades localesy regionales, académicas, el sector privado, instituciones internacionales,asociaciones diversas, los consumidores, la sociedad civil, los grupos de mujeres.Esta red informal debe tener en cuenta el trabajo emprendido por los diferentesgrupos o empresas y debe promover un intercambio comprensivo y abierto deperspectivas diversas, de lecciones y experiencias en el desarrollo y aplicación deenergías renovables.
