Balanced or imbalanced current situation<br />

In general, the area with major "unbalance" is that of Environmental topic sectors<br />

(energy, water, waste, transport).<br />

Areas that need to be improved would be local ecology and cultural heritage.<br />

The balance areas could be population and quality of life.<br />

Challenges for the future<br />

The biggest challenge is the assumption of the change in the model, which means<br />

that Local Agenda 21 and the total implication of the population in the setting up<br />

of programs.<br />

Necessary means to mobilise:<br />

The measures to be carried out are: 10 actuation lines and 40 initiatives that will<br />

allow to reach the desirable or rehabilitation scenario.<br />

The main lessons learned<br />

Key factors in the development of tourism: in the past, exploitation of natural<br />

resources and their massive utilisation; nowadays sustainable use of these<br />

resources and the recovering of some of them.<br />

Explanatory factors of successful (or unsuccessful) relationship between tourism<br />

and sustainable development:<br />

Unsuccessful: Exploitation of natural resources - Massification in the urban<br />

development - Lack of diversification - Lack of relationship citizens/tourism.<br />

Successful: Private initiative - New environmental values - Public sector initiative -<br />

Cohesion - Will to establish tourism as the main industry - Long term vision.<br />

Relevant indicators: GPI; relationship between amount of tourists and residents;<br />

unseasoning ratio.<br />

Lessons learned to be applied in other Mediterranean areas: as a mature tourism<br />

resort in the Mediterranean, all parts of the project could be applied in the<br />

Mediterranean region. The case could serve as an example on how do not repeat<br />

unsustainable practices and how to integrate local population in the process.<br />

A success, a partial success or a failure in terms of local sustainable development:<br />

in terms of local involvement, technical studies and political decisions we could say<br />

that the Calvià Local Agenda 21 is a success.<br />
