Case studies<br />

Besides very detailed instruments of planning, the mechanism of administrative<br />

restrictions or permissions was in use, being the most efficient in private or<br />

business construction, the purpose of investment, etc.<br />

Very efficient were also public campaigns, which had the main aim to rise the<br />

public awareness of the environment and scarcity of some resources.<br />

Development currently ongoing<br />

After becoming independent, the tourism has become more and more important<br />

economic sectors. Many other industries had closed down, therefore giving place for<br />

tourism development in the area. In this respect some misinvestments in the past<br />

have to be replaced like for instance shipyard in Izola where tourism should<br />

dominate. On the other side the depopulation of the old city of Piran has to be<br />

stopped and the economic and social development of this city should have to start.<br />

The use of land for tourism has to be reconsidered and some too restrictive<br />

measures have to be removed. It is obvious that new investments in tourism are<br />

needed and investments in infrastructure (roads) will have to take place in order to<br />

enable economic development.<br />

Balanced or imbalanced current situation<br />

The current situation is becoming imbalanced as the new investment and economic<br />

cycle in tourism is approaching. This is needed in order to stay competitive and to<br />

attract new visitors. The tourist potential of the region is about 3 times higher than<br />

nowadays. This implies serious rethinking of the development plans and looking<br />

for new equilibrium among environment, business and population.<br />

Challenges for the future<br />

As tourism is becoming the most important for the region, the complete<br />

development plan from Koper to Portoro should be prepared. The destination will<br />

preserve all the present attractions and advantages, besides with new investments<br />

and development the tourist potential should double and the area of continuous 25<br />

km long coastal tourist area should become biggest attraction for the Central<br />

European market for the whole year period.<br />

Necessary means to mobilise:<br />

• investment in new road to avoid the traffic few meters from the coast,<br />

• the removal of shipyard<br />

• investment in new hotels and entertainment centres.<br />

This will bring the organisation and management of beaches, coastal sea traffic on<br />

the sea, organisation of pedestrian zones and walkways.<br />

Key factors in the development of tourism in this region<br />

The key factor of tourism development is the economic drive and present and<br />

potential demand. Although the business sector will be the driving force for this<br />

development, neither the environment nor the population will be neglected. They<br />

have already been partners in the past development, sometimes perhaps too<br />
