Master or Regional plans must be prepared initially. Then the
implementation plans must be done.
Master or Regional plans must be prepared by central administration.
Implementation plans must be done by local administrations by taking
into consideration the main land use decisions given by master plans.
All plans (especially regulating plans) must be staged.
Staging must be fixed by considering the infrastructure situation.
The infrastructure must be realised by the State with the contribution
of the users.
The land use decisions must be conformed textually.
