The first land allocation for tourist use was the designation of day-use created in<br />

1986 in the Municipality of Serik. Tourist investment plan studies were started as<br />

of this date. The process of granting permission for international tourism<br />

investment began in 1987, followed by land allocations to investors based on a 49year<br />

lease in 1989 by the Ministry of Tourism. Tourism facility construction<br />

started in 1990. The calculated total bed capacity in Belek is 28.000, when<br />

completed, Belek will account for 20% of all hotel beds of the Southern<br />

Mediterranean coast of Turkey.<br />

Hotel building regulations define a construction area of 30% within each lot, and a<br />

maximum building height of 40 m at the highest point of the main building roof;<br />

most of the hotels have a maximum height of 24 m.<br />

The concentration of buildings on the beach is less intensive than in many other<br />

tourist destinations.<br />

The Turban holiday village, located near the Serik Municipality day-use area, has<br />

been designated as one of the State properties slated to be allocated to the<br />

investors.<br />

speed boats threatening the lives of adult turtles<br />

The area behind the dune forest is private property and has been included in the<br />

East Antalya Master Plan (1/25.000 scale) by the Ministry of Public Works and<br />

Resettlement as being part of the municipalities small scale plans. Construction of<br />

these summer and secondary homes began in 1990. By 1997 nearly 4000 homes<br />

had been built in Belek. The physical and legal situation arising from such a<br />

housing construction process, without any master plan and basic infrastructural<br />

facilities is creating problems and seem impossible to deal with. Naturally the area<br />

will demand as many services as a small city, such as transportation, health,<br />

energy, sewage, markets and garbage collection.<br />

There are two parcels that have been designated for day use by municipalities.<br />

One area is located close the old Turban Holiday village and operated by the<br />

Municipality of Serik. The second area has been allocated to the Municipality of<br />

Kadriye.<br />

All infrastructure to the tourism investment areas, including water, sewage<br />

treatment, communications, and roads were provided by the Ministry of Tourism,<br />

with Betuyab contributing 1/3 of the costs.<br />

Betuyab was formed with the support from the Ministry of Tourism. It obtained the<br />

status of a shareholder corporation in 1990 with the goal of assisting the Ministry<br />

of Tourism in funding and supervising the installation of requisite infrastructure<br />

for tourism investments.<br />
