environment was the main target of the tourism policy. The tool to achieve this<br />

goal was the land use plans based on the physical and social studies as detailed as<br />

possible.<br />

a) As in the case of other projects, South Antalya Project was also listed with a<br />

special number in the implementation program of State Planning<br />

Organisation and High Level Co-ordination was achieved by this<br />

organisation.<br />

b) Problems faced for the integration of tourism is solved either by local<br />

administrators or provincial co-ordination committees under the supervision<br />

of the governor at regional level.<br />

c) A variety of laws and Bylaws regulate the different aspects of Tourism<br />

development. However there is not a specific law for this project.<br />

d) For the incentives, a package is applied to the region.<br />

e) Ministry of Tourism publishes the brochures to promote the investment<br />

areas within the project.<br />

f) Development Areas in land-use plans for tourism were mainly under Forest<br />

Regime (state owned land).<br />

g) To provide a total public ownership for the development lots, several<br />

meetings with local people was held to explain the importance of the project<br />

and their interests. A sociologist and a Public Relations specialist worked<br />

among the members of the team formed to implement the project. Local<br />

radio station had continuous programs for public awareness.<br />

Turkey entered 1980’s with 1,5 million tourists per year, 280 Million US Dollars of<br />

tourism revenues, 60 000 licensed beds and a market share of 0,3% in the world<br />

tourism. Tourism’s contribution in the overall Turkish Economy expanded<br />

substantially. In 1997, Turkey received 9,6 Million visitors and tourism revenues<br />

were 8,5 Billion US Dollars, and licensed bed capacity is 350 000. Today Turkey is<br />

ranked 19 th among the worlds most popular holiday destinations and its market<br />

share in the world tourism increased to 1,5%. One third of Turkey’s bed capacity is<br />

in Antalya region today and it was achieved through the incentives applied.<br />

Developments currently ongoing<br />

Initial plan targeted 25 000 licensed bed capacity and a very limited development<br />

for the existing rural settlements and complementary tourist facilities. The original<br />

plan had to be modified because of the pressures from investors and land<br />

speculators and the plan had to be revised with a capacity of 65 000 beds and new<br />

lands had to be opened for touristic development. As a result of this approach the<br />

technical infrastructure implemented became insufficient and needed extensions.<br />

Actually infrastructure works ongoing is a composting unit for solid waste under<br />

construction since January 1998. Capacity is 4000 tons/year of waste. Estimated<br />

cost is 7.5 Million DM’s + VAT.<br />

Balanced or imbalanced current situation<br />

As mentioned in above pages, South Antalya is a preplanned and organised<br />

development. It can easily be called balanced rather than unbalanced development<br />

but original land-use plan was targeting a limited high standard tourism<br />
